Edi Rama on Sunday and then his Foreign Minister, Ferit Hoxha, this Monday, indirectly rejected a news story published on Lapsi.al, according to which 9 EU countries, led by Germany, have become an obstacle to the closure of the chapters that Albania is negotiating with the European Union.

"Everything that is said when it comes to negotiations is related to the big lie that: 'they are blocked', 'they are stopped', 'they are hindered'. This great work of Albania continues day after day and, soon, again, as we had in the process of opening chapters, we will have very good news for everyone," the prime minister declared in his podcast We Talk.

While the head of diplomacy Hoxha appeared today in an interview with Euronews, to make a more detailed and at first glance more technical explanation: "I tell you with complete and unquestionable conviction that the process has not been blocked nor has it been slowed down, but if we want to be honest with the process, we must understand the nature of the process. Albania is the first and only country that is negotiating the new methodology in this regard.

There are 92 gaps filled, and as long as the European Commission agrees that these gaps have been filled sufficiently to create confidence that Albania is on the right and irreversible path, it deserves to be given the OK and the next phase, which is the chapters phase, continues.

The process has its own nature, it has its own complexity and the member states are the ones who will decide and I understand very well that they will have questions. Those 9, or however many there were, are countries that ask questions, ask additional questions and have not blocked anything. Find me and go and ask those countries that say they have blocked us or not and get answers,” he threw down the gauntlet.

But, almost at the same time as the head of diplomacy was speaking, a media outlet that cannot be considered an opponent of the government, Albanian Post, published a news story on its front page confirming what Lapsi.al had said a few days earlier that the IBAR report was still awaiting approval.

"According to an official document of the EU Council, the Working Group on Enlargement (COELA) will meet on April 7 in Brussels, where the issue of Albania and IBAR for Chapter 1 - "Fundamentals" is once again included on the agenda ," the article said.

A few days ago, Lapsi.al learned that in the discussions on April 1 at COELA, which is a working group of the Council of the European Union, where representatives of all member states discuss the enlargement process at a technical and political level, a group of countries with Germany, Luxembourg, the Netherlands, Sweden, Austria, Finland, Poland, Greece and Bulgaria, members of the European Union, have raised several issues that jeopardize the advancement of the negotiations. The article also emphasized that the European Commission has given the green light to Albania, giving a positive opinion to continue with the closing of the chapters, but that on this point, in the periodic meetings of COELA for the approval of the IBAR report, some member states do not agree.

Then the question arises: what is the truth? Are Rama and Minister Hoxha right when they claim with their mouths full that there is no deadlock?

In fact, as our chief diplomat manipulatively asks, no country has publicly said that it has interrupted, frozen, or blocked negotiations with Albania. Using SPAK's non-obstruction of Balluk as a stronger demand, but also other concerns such as property rights or the business climate, they simply have not been in agreement with the EU government (Commission) to enable Albania to close the first chapters of the negotiations.

So, none of them say the process was interrupted, but the fact is that the Tirana government is unable to achieve the result it expected, mainly because it is sacrificing it in the name of the former/deputy prime minister who is accused of embezzling 1.1 billion euros. Rama also manipulates this fact when he says about the negotiations, that it is a lie to claim that: 'they have been blocked', 'they have been stopped', 'they have been hindered'.

None of the countries that have refused to approve the IBAR report will make such a statement. But their behavior remains unchanged. They risk not approving the European Commission report as long as Balluku evades justice, thus leaving all negotiation chapters unfinished./ Lapsi.al
