The National Library is the only state institution that does not have a name, while there is no street, school, nursery, factory or workshop, even to the farthest end that does not have one. Beyond this publicly known fact, few people know why the most important cultural center in the country remained nameless. In the documents of the time, it is said that from the 70s a group of academics proposed to take the name of Noli, but there is no other information about what happened to their request. Many of the signatories of that proposal guess the reluctance to baptize him with the bright name of the genius of Albanian letters, with the reservations the regime had about his figure.

In fact, the duplicitous behavior of the communist propaganda towards the profile and contributions of Fan Noli, has been an important demonstration. He promoted him for his patriotic and cultural values ​​and at the same time imposed indifference for his outstanding political contributions. Despite the partial studies of Noli's work, the state institutions of that period tried to select isolated fragments from his creativity, such as the poem "Anës Lumenjve" etc.

Fan Noli, the writer, orator, founder of the Albanian Orthodox Church, former Prime Minister of Albania in 1924, has passed through the very fine sieves of evaluating the heads of the Albanian communist state. Despite the part that was given to the people as food for this figure, the other part, the one that remained unknown, or at best whispered about, has time and again encouraged the elements of communist propaganda to curb from the embryo any kind of attempt to the genius of the great Albanian was promoted or enlightened more than it was predetermined.

In the diary of Agim Popa, the director of the Foreign Directorate at the Central Committee of the Labor Party, the topic of Fan Noli's assessment occupies a special chapter. There, Popa disclosed for the first time some unknown incidents, which started precisely after someone dared or tried to increase the evaluations of Fan Noli's figure. It was at this time, according to him, that Enver's closest people, Ramiz Alia and Nexhmije Hoxha, intervened to stop everything, who for the very position they held defined the "Code of Conduct" with such rare figures of the history of Albania. Professor Popa reveals for the first time how these two close collaborators of the dictator have rejected the idea that the National Library should be named after Noli, while previously they opposed the other idea that a house in Durrës should be turned into a museum for the great Albanian ... 

The debate with Nexhmije Hoxha

It is true that with Nexhmije Hoxha we exchanged different opinions about the figure of Fan Noli. The first case is related to her opposition to declaring a house in the city of Durrës, where Noli had lived for some time, as a house museum. This proposal was discussed in a meeting of Foto Çami, former KQ secretary for propaganda problems, with the consultative group created specifically for these issues. I did not take part in it, because I had fallen from the fig tree, but I was activated by Xhelil Gjoni and Alfred Uçi.

In the beginning, Sofokli Lazri spoke, who, for the sake of the truth, said that the great figure of Fan Noli deserves much more than a museum house. That's how Nexhmije Hoxha went. "We are dealing with a delicate problem and I would beg you not to hurry," she said, showing her reservations about the commission's proposal, which was about honoring Noli. These were Nexhmija's arguments. Better to say arguments without arguments. Fan Noli, she said in her explanations, agreed with Ahmet Zogu and added something else related to his relations with some foreign dignitaries. Just that and nothing more. However, she seemed very convinced and persistent in what she said.

I listened to him attentively and immediately returned to him calmly: It is true what friend Nexhmije says, but it should not be forgotten that Noli, as soon as he heard about the creation of the General Anti-Fascist Committee at the Përmet Congress, sent a greeting letter to friend Enver and supported him". After a short pause, Nexhmija said that she didn't know that and started reading something on the notepad she was holding in front of her. Nexhmija was careful not to retouch Noli's name and overshadow Enver's image. Even not only her, but also Ramiz Alia has been reluctant to promote the values ​​of Fan Noli. In fact, all the propaganda of the communist period had a double attitude towards his name and figure...

Ramiz Alia was against Noli

Nexhmija si dhe në takimin me Foto Çamin u çua e para dhe e kundërshtoi këtë radhë më energjikisht. Disa çaste nuk foli njeri. Heshtjen e theu Ramiz Alia, të cilit i dukej i çuditshëm një propozim i tillë. “E mo, emri i Nolit Bibliotekës Komëtare(!), u shpreh ai, le të thërrasim me emrin e tij librarinë e Lidhjes së Shkrimtarëve”. Mënyra si Ramizi operoi në atë diskutim, të linte të kuptoje se se ashtu dhe vetëm ashtu do të bëhej. Po me Ramizin ndodhi çudia tjetër disa vite më vonë kur ai ishte në detyrën e presidentit dhe vizitoi SHBA-në.

E kisha dhe unë një cen në biografi

Kam punuar vërtetë në Komitetin Qëndror, po e kam patur dhe unë një cen në biografi. Ishte një njollë e errët nga ato që në komunizëm të penalizonin politikisht. Në rastin tim pasojat ishin gati të papërfillshme, gjithsesi jo pa efekte përballë besueshmërisë së lidershipit kryesor. Më shumë se një defekt biografik, ishte një lloj rezerve me të cilën vlerësohej puna dhe kontributi në aparatin e KQ, të cilën e kam përjetuar jo pa shqetësim.

Ishte diçka që startonte në Konferencën e Partisë së Tirans të vitit 56. Pikërisht aty fillon e mbaron historia e kësaj andralle, për të cilën mendoj se nuk ka vend për të bërë disidentin. Ishte një ndërhyrje në debatin e përgjithshëm në atë kuvend të bujshëm, e cila me sa dukej u vlerësua negative nga lidershipi i kohës. Përballë goditjeve katasrofike që morën një pjesë e madhe e delegatëve, qëndrimi ndaj meje ishte diçka e papërfillshme.Në Konferencën e Tiranës nuk isha delegat, por isha njëri ndër të ftuarit si punonjës i aparatit të KQ.

Ishte kuvendi i parë pas Kongresit të XX të PK të BS, ku idetë e Hrushovit për një frymë të re në lëvizjen komuniste, ngjallën jo pak debate në radhët tona. Në këtë klimë Konferenca e Tiranës duke thyer tabutë e hershme shtroi çështjen e rishikimit të dënimeve politike dhe rehabilitimin e njerëzve të goditur nga lufta e klasave. I nxitur nga mënyra e debateve, në një moment kërkova fjalën dhe u interesova për arsyet e dënimit të Tuk Jakovës dhe Bedri Spahiut.

I asked for the rehabilitation of Tuk Jakovo and I had to suffer it myself. The punishment did not come directly at the Tirana Conference, but a few days later at a meeting at the Party School. While we were discussing the consequences of her death, Mihal Bisha, the KQ delegate, at one point took the pad out of his bag and turned to me.

"You, Agim Popa, said, at the conference, you asked why Tuk Jakova and Bedri Spahiu were punished." Yes, I told him on the spot. "Are you clear now?" he returned in a reproachful tone. "Now yes, I have it very clear", I answered. Mihali was one of the most trusted people of the KQ Secretariat and served as Director of Staff.

His pen in the personal files was of defining importance in the careers of officials. This is exactly what I had in mind when I affirmed before him in that delicate meeting. However, I was not left without anything from the intervention I had made for the punishment of Tuk Jakova and Bedri Spahi.
