The reporting of the justice institutions to the Albanian Parliament was a manifestation of the power of fear that SPAK has created within the Socialist Party parliamentary group and the aggressiveness against SPAK, which it has created within the DP group, out of the need to appear loyal to Berisha.
And this was best reflected in the reactions to SPAK's leader, Altin Dumani. This had nothing to do with Dumani's report, but with their own problems.
Altin Dumani's report was a collection of press releases, with statistics that try to hide the real problems through numbers, treating justice in percentages like the realism of the wheat plan of the past. As if if you have done 65 percent justice and 35 percent injustice, you are fine with the plan.
On some of the points where SPAK has created problems, such as the violation of the Criminal Procedure Code for detentions, asset seizures in the initial phase, or propaganda in the media with investigative secrets, he avoided answers by speaking in percentages that mean nothing.

SPAK's manipulation of the media is easily proven if one verifies how some SPAK press releases contain data that is later not found in the court's decision on the bans, which shows the technique used of a popular trial before a real court.
The scandal of wiretapping a member of the Constitutional Court through illegal procedures passes as a statistic, so it is in that bad percentage. The seizure of phones without a court order and reading their entire contents without a court order, violating fundamental human rights, passes without any attention.
In the face of this superficial approach from a very important institution of Albanian justice, you see a disgusting drooling of the Socialist Party, which is reflected in the thoughtful portrait of Ulsi Manja with his finger resting on his cheek and Zëgjine's rhetorical question: "How are all these achievements explained?" — and an unworthy aggressiveness of Berisha's opposition, which unlike the SP wanted to catch Berisha's eye and not Dumani.
I understand that the Socialist Party has serious problems with corruption. I understand that many of its senior officials and MPs do not want to have anything to do with SPAK, also because SPAK has demonstrated that it acts based on personal grudges. But the dignity of a ruling party cannot fall to that level in the face of a senior and one of the most important representatives of the justice institutions.
Altin Dumani ka plot arsye të lavdërohet. Ka arsye të lavdërohet për betejën ndaj krimit të organizuar dhe shkuarjen drejt arrestimit të krerëve kryesorë të grupeve kriminale. Ka arsye të lavdërohet që është i pakapur nga grupet kriminale dhe nga trafiku i drogës, dhe e ka forcuar këtë betejë. Por nuk më duket se ka arsye t’i qahet halli, a u ndje i rrezikuar nga një protestë simbolike e mbështetësve të Veliajt para SPAK gati një vit më parë, ndërkohë që çdo dy javë ka një protestë para SPAK nga mbështetësit e Sali Berishës dhe një të sharë me libër shtëpie prej tij, dhe hesht sikur nuk ndodh asgjë.
Pra ata janë të lirë ta lavdërojnë Altin Dumanin, nëse e kanë frikë personalisht, ose nëse kanë respekt për të, por nuk mund të injorojnë standardet që ka prodhuar në drejtësinë shqiptare politika klienteliste e SPAK dhe mungesën brutale të ndjeshmërisë ndaj procedurave ligjore dhe të drejtave themelore të njeriut.
SPAK ka krijuar standarde aq të shumllojshme hetimi dhe qëndrimesh publike, sa pas ikjes së Dumanit do të duhet të bëjmë një klasifikim, se kush është prioriteti i hetimit në Shqipëri lidhur me korrupsionin dhe krimin e organizuar, pasi kemi shembuj aq të pangjashëm hetimi dhe ndëshkimi, sa po t’i bësh bashkë të gjithë, të krijohet një fjalëkryq i pazgjidhshëm i rezultateve që la pas, përveç luftës ndaj grupeve kriminale.
Dhe partia në pushtet duhet të mbajë qëndrim ndaj kësaj historie, pasi reforma në drejtësi është betejë për standarde dhe prioritete; ndaj kemi krijuar prokurori speciale dhe gjykatë speciale. Se ndryshe, Prokuroria e Përgjithshme është shumë më profesionale dhe më e qartë se këta, përveçse edhe më pak arrogante dhe politike.
Por mbi të gjitha, jargavitja e deputetëve socialistë para Dumanit, edhe pse mund të jetë nga frika dhe nga halli i tyre, u jep shumë argumente betejës pa argumente të PD që e quan Dumanin shtojcë të PS dhe Edi Ramës, çka nuk është e vërtetë.
Dhe dje kjo ka qenë një harmoni vrasëse. Agresiviteti pa lidhje i PD, të cilët i flisnin Dumanit që të dëgjonte Berishën, dhe jargavitja e PS nga ana tjetër, në fakt e dëmtonin më shumë SPAK sesa ta kritikonin të dy palët, pasi kështu, siç ndodhi, dukej vërtet sikur këta të PS e kishin engjëll mbrojtës dhe ata të PD armik.
Nga ana tjetër, ky qëndrim i neveritshëm i të dy palëve binte në kontrast me vëmendjen ndaj Kryeprokurorit Olsian Çela, i cili në raportin e tij i kishte shkuar në zemër të gjithë problemeve të institucionit të tij dhe shfaqi një kompetencë profesionale të admirueshme në debatet me deputetët, duke treguar plagët që vuan drejtësia shqiptare: hetimi, paraburgimi, shthurja e autoritetit të prokurorëve lokalë, të cilët në fakt përpiqen të imitojnë të gjithë “prokurorët e SPAK”.

The Chief Prosecutor harshly, but with dignity, attacked the Albanian government for preparing the new Criminal Code, to which 500 articles have been added, as if we did not have a Criminal Code, and no substantial consultation has been carried out with the institutions of justice. He attacked the High Court for encouraging the illegality and "decentralizing" tendencies of first-instance prosecutors in the districts, to complain to the prosecutors of Appeal in the High Court, or to complain to embassies.
He attacked the detention policies and the exceeding of deadlines in the investigation, as well as a number of essential issues facing his institution.
For all those who may not be clear: The General Prosecutor's Office is the one that investigates and brings to trial every case of every Albanian citizen, it is what Albanian society faces. SPAK is the special prosecutor and deals only with serious crimes and corruption of high officials. This second part of the scope of their work makes the difference in the Assembly hall.
Those who are there for the people's troubles, in fact, seem to be there only for their own troubles, as one side attacked Dumani for "touching Baba", and the other side embarrassed him with praise, hoping that since word got out that he was tough, he would be careful since they praised him.
The fear of the majority deputies towards Duman shows the occult power of the SPAK Republic over politics and the submission of the majority in power towards this illegitimate republic in the country.
It is enough to watch the debates between Chief Prosecutor Olsian Çela and Altin Dumani with the MPs, and you understand that the MPs' concerns are not the problems of the prosecution that Chief Prosecutor Olsian Çela raised, but how to appease or attack Altin Dumani depending on their concerns.
And this shows that instead of providing justice for ordinary citizens, which, as it seemed from the Chief Prosecutor's reactions, has many problems, we have created a Republic of SPAK, which has brought the majority to its knees and makes banal appearances in the Assembly that make people's intestines boil in their throats.
