Montenegro's 2040 spatial plan ignores the bridge, and favors projects with negative environmental impacts...
The bridge over the Buna River, a proposed project as a symbol of strategic cross-border cooperation between Albania and Montenegro, has remained on paper. Promised as a connecting node between Ulcinj and Shkodra, the bridge does not appear in planning documents, neither in Tirana nor in Podgorica. Despite political declarations and early cooperation projects, there is no environmental impact analysis, technical document or investment calendar.
This project, which could have transformed the tourist, commercial and social circulation between the two countries, has remained unaddressed. Experts in the field of regional development warn that the failure to realize the bridge hinders the potential of the Buna region, especially regarding the development of green tourism and integrated cross-border infrastructure.
The Buna bridge project is an illustration of the lack of inter-ministerial and inter-state coordination. Both Albania and Montenegro have progressed with individual development projects (resorts, airports, hydroelectric power plants), but without a common ecological or economic concept.
The most recent example is the Spatial Plan of Montenegro 2040, where projects with a high ecological impact, such as mass housing in Velje Brdo, the airport in Štoj or investments in Velika Plaža, are approved without a strategic environmental report. While the bridge over the Buna, a project with a low environmental impact potential and a high social effect, is not included in the plan at all.
