A year after the meeting between Edi Rama and Giorgia Meloni in the United Arab Emirates, the Albanian government has initiated procedures for the construction of three TECs in the coastal area of ​​Vlora, as part of a project to produce and transmit electricity to Italy. The tripartite agreement, worth around 1.4 billion euros, envisages the construction of the plants and an underwater line in the Adriatic. Details on the investing company, land ownership and concrete benefits for Albania have not been made public, while the project has raised debate about its transparency and economic and environmental impact.

A year after Edi Rama and Giorgia Meloni's meeting in the United Arab Emirates with businessmen there, procedures have begun for the construction of three TECs in the territory of Vlora, as a center for the production and supply of electricity to Italy.

On January 16, 2025, Edi Rama and Giorgia Meloni met with representatives of a private company affiliated with the government of the United Arab Emirates, where they signed a 1.4 billion euro agreement for the production of electricity in Albania and its transmission to Italy through an underwater network in the Adriatic Sea.

The Albania-Italy-United Arab Emirates agreement foresees the construction of three TPPs for the production of electricity in the coastal territory of Vlora.

However, the Albanian government has not published any detailed data on this investment, other than the announcement of the signing of the agreement, accompanied by a photograph of the three ministers of the respective countries: Belinda Balluku from Albania, Italian Minister of the Environment Gilberto Pichetto, and Ahmed Al Jaber, Minister of Industry and Technology of the United Arab Emirates.

As official representatives, they signed the formal documents, while negotiations for the project took place between Edi Rama, Giorgia Meloni and the directors of the company, whose name has not been made public and which operates through structures linked to the Emirates government.

According to information received in "Pamfleti", on March 2, 2026, Edi Rama ordered government institutions to initiate procedures for the start of work on three TPPs in Vlora, according to the project presented by partners from Dubai.

These TPPs are expected to be built on state-owned land near the coast of Vlora. It has not been announced whether this land will be sold or granted under concession to the investing company, nor whether Albania will have shares or other benefits from the project, despite the investment being made on its territory.

Also, no explanation has been given as to why these power plants will be built in Albania to produce energy that will supply Italy or other markets where Italy can sell it.

Negotiations for the construction of TPPs in Vlora and for the Albania-Italy submarine line began in October 2023, with a meeting between the leaders of the Albanian OST and the Italian transmission operator TERNA, where the possibility of the construction of the project by the Italian state was discussed.

In January 2025, the project was transferred to the United Arab Emirates, involving in the process a Dubai-based company, linked to Emirati government structures, which is expected to undertake the construction of the TPPs and the Albania-Italy submarine line./ Pamphlet
