From 9,532 revaluation applications for the February-April period, the state budget received about 1.6 billion lek or about 16 million euros.

In total, the State Cadastre Agency (ASHK) for the 2-month period has calculated the collection of 3.2 billion lek or about 34 million euros.

From February 2, 2026 to April 27, 2026, according to data from the State Cadastre Agency, made available to Monitor by NAREA, a total of 9,532 citizens applied.

But so far, the 5% property revaluation tax has been paid by 22% of applicants, or 2,114 of them. The total tax paid by them and transferred to taxes, according to the data, is estimated at 1.59 billion lek.

53% of applications result in unpaid taxes (5,053 applications calculated by ASHK but unpaid)

25% of them or 2,365 applications are rejected by the ASHK.

The number of applications is mostly concentrated in Tirana and Durrës.

42% of the total applications are in Tirana, 18% of them are from the cities of Durrës, Kavajë and Krujë. Applications from the city of Vlora account for 6%, 4.5% of them are concentrated in Lezha, 4% in Saranda, 4% in Fier, etc.

In some districts, the revaluation continues with 2016 prices

Unlike Tirana, where citizens who are carrying out the revaluation through the State Cadastral Agency can complete the process, with the reference prices changed in 2023. At the end of July 2023, new prices for 32 cadastral zones came into effect for Tirana.

In the districts, the revaluation process by the ASHK continues to be carried out with the prices set in 2016. If citizens wish to revalue their properties according to market value, they must carry out the process through a licensed private expert.

In July 2025, the Ministry of Finance proposed a new price map for districts with an increase of up to 200% (the highest increase in the area near the port of Durrës). The new prices are expected to come into effect from January 1, 2026. 

A citizen who owns an apartment in Durrës, specifically in the area near the Port, in this area it has been estimated that compared to 2016, the reference value of the property has increased by 200%. The proposed price is 200 thousand lek per square meter. But if the citizen wants to sell the property and benefit from the 5% tax through revaluation, the value of his property will be calculated with the references determined in 2016, which are still in force. So the value of his apartment will be calculated with the reference price of Durrës at the value of 67,500 lek per square meter.

The proposed prices in 2025 have not yet been approved. But this year, the Ministry of Finance added new cadastral zones to the proposed draft decision, including villages for the first time as separate areas. Currently, rural areas do not have a reference price. The city price is used for them, but reduced by 35%.

For example, currently the reference price for the city of Durrës is 67,500 lekë per square meter. In the new draft decision published for public consultation in July 2025, it is proposed that Durrës be divided into 13 cadastral zones for reference prices, with values ​​ranging from 45 thousand lekë to 200 thousand lekë per square meter (the 200 thousand lekë price is for the Port area where the “Durrës Yachts Marina” project is being built).

In Durrës, the cadastral area itself has also been proposed for the first line of construction in the villages of Gjirin i Lalzit and Hamallaj with a value of 190 thousand lekë per square meter. For the villages of Himara, such as Dhërmi and Palasë, references have been proposed with a value of 140 thousand lekë/m2. In the village of Vuno, the reference price will be 100 thousand lekë and in Livadh 81 thousand lekë/m2.

The same logic has been followed for determining the prices of rural areas in the south of the country. For the rural area of ​​Saranda, the highest reference price of 100 thousand lek per square meter has been proposed for Ksamil.

In Vlora, the reference prices for the first coastal line of villages such as Radhimë and Orikum are proposed at 90 thousand lekë/m2. For Velipoja, the reference price is proposed at 75 thousand lekë per square meter, and for the Tale area in Lezha, 70 thousand lekë per square meter.

But even this new division for district reference prices has not yet been approved.

Finance Minister Petrit Malaj explained during a session in the Albanian Parliament that reference prices are being reviewed again, with the inter-institutional group established for this purpose taking all the time necessary to issue prices that are as realistic as possible and that are closer to the market./ Monitor
