Turkish state bank receives final approval from Bank of Albania, strengthening Ankara's financial presence in the Albanian banking sector
The Albanian banking market is expected to be joined by another player with Turkish capital. The Bank of Albania has approved the licensing of the branch of the Turkish state-owned bank "Turkiye Cumhuriyeti Ziraat Bankasi AS, Albania", paving the way for its launch in the country.
The decision was taken by the Supervisory Council of the Bank of Albania at its meeting on May 6, 2026, and was made public only today. Earlier, in August 2025, the institution had given preliminary approval for licensing.
Ziraat Bank will become the second bank with fully Turkish capital operating in Albania, after the National Commercial Bank (BKT).
The entry of Ziraat is seen as another step in expanding Turkey's economic and financial influence in Albania and the Western Balkans region. Through two large banking institutions with Turkish capital, Ankara consolidates its presence in a strategic sector such as banking, with a direct impact on lending, deposits and business financing.
Ziraat Bank is the largest state-owned bank in Turkey and one of the largest financial institutions in the region. Founded in 1863, initially as a fund for financing agriculture during the Ottoman period, it now operates in dozens of countries and holds assets exceeding $200 billion at the group level.
According to official data, 100% of the bank's shares are owned by the Turkish Wealth Fund, a public fund owned by the Turkish state. In the domestic Turkish market, Ziraat has a dominant role in housing loans and foreign trade financing.
Currently, the bank operates in 22 countries around the world, including Kosovo, Bosnia and Herzegovina, Germany, Greece and the United Kingdom, while it has continuously expanded its activity in the Balkans.
According to Albanian legislation, the licensing of a foreign bank goes through two stages: preliminary approval and final license. During the 12-month period following preliminary approval, the entity must meet the technical, organizational and financial conditions for starting the activity, including capital, staff and operational infrastructure.
The Bank of Albania announced that the Albanian branch of Ziraat will exercise banking and financial activities in accordance with the terms of the approved license.
Ziraat Bank's licensing comes just a few months after the entry of "Jet Bank" into the Albanian market, signaling a new phase of movements in the banking sector, which in recent years has seen consolidation, but also increased interest from foreign capital. / Pamphlet
