6 months of delay and violation of the law; the prime minister and Niko Peleshi only proposed 4 out of 6 members, while behind the scenes a bargain is being prepared for the second term...
According to Article 44 of the Law "On the Bank of Albania", the 6 members whose mandates ended should have been replaced on December 18, 2025, while Prime Minister Edi Rama and the Speaker of the Parliament, Niko Peleshi, did not implement the law, starting the selection procedures in February 2026.
On February 20, they submitted candidacies for only 4 new members of the Supervisory Council of the Bank of Albania, while they left 2 positions vacant, not proposing candidacies to parliament.
According to the law, Prime Minister Edi Rama and the Speaker of the Parliament, Niko Peleshi, were supposed to propose 3 candidates each, but they proposed 2 candidates each, leaving the council with 7 members.
Who are Rama and Peleshi keeping the 2 vacant positions for and why aren't they filling them?
Former Minister of Finance, Ridvan Bode, and former director of the Agricultural and Rural Development Agency, Suela Popa, wife of Vangjel Tavo, were the two members of the Supervisory Council who each served one term and, according to the law, had the right to seek a second term.
In November 2018, for the first term, they were proposed by Prime Minister Edi Rama on behalf of the government, while for the second term, in February 2026, he did not propose them again, but left the possibility open for one of them.
So, Edi Rama is still in a dilemma whether to propose Ridvan Bode, Sali Berisha's man, or Suela Popa, Vangjel Tavo's wife, for the second term in the Supervisory Council of the Bank of Albania.
Formally, the competence for the other seat lies with the Speaker of the Assembly, Niko Peleshi, but he has not proposed the other candidate either, while in the first procedure he also introduced Frosela Filo, the wife of the mayor of Korça, Sotiraq Filo, as a candidate, but she resigned on the day of the hearing in the parliamentary committee.
Despite the fact that one of the places is the competence of Niko Peleshi and he will sign and propose it, there is no doubt that Edi Rama will appoint the name./ Pamphlet
