Internationals have been mobilized to stop the capture of the Supervisory Council of the Bank of Albania.

The procedures for 3 vacant seats in the Assembly have begun, to replace Luljeta Minxhozi, Violeta Staka and Artan Hoxha. There are 20 candidates in the race and there are rumors that the SP and the DP are bargaining for the candidates.

Yesterday, "Pamfleti" denounced the fact that Rama and Berisha have decided to leave Ritvan Bode in the BoA. According to the law on the Bank of Albania, the mandate of the member of the Supervisory Council has also ended for Ridvan Bode, but the Parliament and the Bank of Albania, in agreement between them, have not declared the end of his mandate nor the announcement of the vacancy.

But it seems that the DP and the SP are also bargaining for the 3 new names. And in this regard, the internationals have entered the game. The EU Ambassador, Silvio Gonzato, went to the Parliament today precisely on this topic and demanded transparency.

The Parliament has a key role in Albania’s EU journey. Today I met with Milva Ekonomi, Chair of the Parliamentary Committee on Economy, Employment and Finance, to discuss how the Commission can contribute through the adoption of EU-related legislation and monitoring its implementation. We also discussed the importance of a transparent and merit-based selection process for vacant positions in the Supervisory Board of the Bank of Albania, which is essential for preserving the Bank’s independence and public trust ”, EU Ambassador Silvio Gonzato.

There are currently 6 vacancies in the Supervisory Council of the Bank of Albania, but the Parliament has announced 3 vacancies, while 3 proposals for the remaining vacancies will be made by the government. There are 20 self-nominated candidates for the 3 positions announced by the Parliament, among them Artan Hoxha (re-nomination), Selami Xhepa, Violeta Staka (re-nomination), Pajtim Melani, etc.

Yesterday, several candidates appeared before the Economy Committee, where they presented their platforms. Meanwhile, each one must secure 28 signatures of deputies to pass for approval in the Assembly. Usually in such cases, there has been bargaining behind the scenes between parties to support “X” name. For example, in 2018 Rama proposed the name of Ritvan Bode, a former minister and one of Berisha's closest people.

The Bank's Council has a total of 9 members, but currently only 3 of them still have a mandate: Gent Sejko, Natasha Ahmetaj and Anastas Angjeli. For this reason, the Council cannot make decisions until the 6 new members are elected.
The members with an expired mandate who were appointed in 2018 are Luljeta Minxhozi, member and first deputy governor, Suela Popa, Edlira Luçi, Ridvan Bode, Artan Hoxha and Violeta Staka.

All members of the Supervisory Council are elected and appointed by the Assembly of the Republic of Albania for a 7-year mandate, with the right to re-election, where five members are proposed by the Assembly, 3 members are proposed by the Council of Ministers and one by the Supervisory Council. /Pamphlet
