
The Socialist Parliamentary Group has supported 3 out of 20 names that had expressed interest in being elected as members of the Supervisory Council of the Bank of Albania.
In the meeting called this morning, socialist deputies expressed support for Selami Xhepa, Holta Zaçaj and Matilda Shehu, while Luljeta Minxhozi, who was seeking another mandate on the Supervisory Council, was left out of the list of favorites.
The vacancy in the Supervisory Council of the BoA was for 6 positions, 3 of which are appointed by the Government and the other 3 by the Assembly.
The government has proposed two of the three names, which are Ervin Mete, former Minister of Finance, and Jonida Prifti, who comes from the banking sector.
Selami Xhepa, with a long academic and institutional career, is considered one of the names closest to the opposition. In this context, it seems that the Assembly will maintain the balance, supporting one of the experts who has contributed to the Berisha-led government. During the hearings, Xhepa emphasized the challenges related to new forms of money and the need for a more dynamic regulatory framework.
Matilda Shehu, a lecturer at the Faculty of Economics, emphasized financial consumer protection. She spoke in favor of the creation of the institution of the financial ombudsman, as well as emphasizing the need to strengthen the implementation of ESG (environmental, social and governance) in the banking system's activities in the country.
Meanwhile, among the names that have received the support of the socialist majority, Holta Zaçaj, former President of the Constitutional Court, stands out, who also caused a strong debate within the judiciary due to the interpretation of her mandate, that is, when her time as a member of this court ended. She even turned to the Venice Commission, where she sought an interpretation regarding when the mandate of a member of the Constitutional Court began and ended.
Zaçaj also repeatedly demanded that the Assembly implement the decisions of the Constitutional Court, as well as creating controversy at a distance regarding what she considered to be political pressures. However, upon handing over her mandate as a member of the Constitutional Court, Zaçaj rushed to compete for a seat on the Bank of Albania, as soon as the vacancies were announced by the Supervisory Council.
While fulfilling the formal criteria and passing the first phase, Zaçaj, in one of the hearings in the Parliamentary Committee on Economy, spoke about strengthening the role of the Supervisory Council as a guarantor of the legal mission of the Bank of Albania. She underlined the balance between institutional independence and transparency of accountability, as well as emphasizing the protection of the financial consumer and the fair functioning of the market through impartial supervision.
At the end of 2025, vacancies were announced for 6 seats in the Supervisory Council of the Bank of Albania. The members whose mandates have ended are Luljeta Minxhozi, Artan Hoxha, Suela Popa, Edlira Luçi, Ridvan Bode and Violeta Staka. /Pamphlet/
