The Special Prosecution Office Against Corruption and Organized Crime (SPAK), in cooperation with the National Bureau of Investigation (BKH), has undertaken one of the most important moves of recent weeks within the framework of the "Aruba" file, by conducting controls at the Territorial Development Agency (AZHT) and the National Territorial Council (KKT).
Sources close to the investigation indicate that BKH officers have seized dozens of files related to construction permits for towers, tourist resorts, and projects declared as strategic investments, documentation that will now be subject to detailed verifications by special prosecutors.
The inspections were carried out with the authorization of the Special Court and are considered part of the investigations that SPAK has been launching for a long time on suspicions that a part of the large investments in the construction sector were used to launder money derived from criminal activity outside Albania. Sources indicate that during this week, complete administrative practices related to the procedures for applying, reviewing and approving construction permits were withdrawn, while there is still no official information whether computers or other electronic devices were also seized during the inspections.
The investigators are focusing on the largest urban development projects in Tirana and the coastal areas, where dozens of towers, luxury resorts, villa complexes and investments that have received strategic investment status have been approved in recent years. The investigators are verifying not only the administrative procedures followed by state institutions, but also the source of financing of the companies that have received the permits, with the aim of discovering whether capital originating from international drug trafficking is hidden behind them.
The investigation is directly related to the "Aruba" file, a joint operation with law enforcement agencies of several European countries, including the Netherlands, Belgium and Spain. It is precisely the information received from these countries that has prompted SPAK to expand the investigations to Albania, focusing on investments in the construction sector, which is considered one of the areas with the highest risk for money laundering.
Në muajin qershor, Prokuroria e Posaçme ndërmori një goditje të rëndësishme duke ekzekutuar masa sigurie ndaj disa biznesmenëve që dyshohet se kishin investuar në Shqipëri para të ardhura nga trafiku i drogës në Amerikën Latine. Sipas burimeve hetimore, një pjesë e këtyre kapitaleve dyshohet se janë orientuar drejt ndërtimit të kullave, resorteve turistike dhe projekteve të tjera me vlerë të lartë financiare.
Për këtë arsye, verifikimet nuk janë përqendruar vetëm te kompanitë private, por edhe te dokumentacioni që është administruar nga institucionet përgjegjëse për planifikimin dhe miratimin e zhvillimit të territorit. Dosjet e sekuestruara pritet t'i nënshtrohen një analize të detajuar për të verifikuar nëse procedurat janë ndjekur në përputhje me ligjin, nëse janë kryer kontrollet për burimin e financimit dhe nëse gjatë procesit ka pasur elementë që mund të përbëjnë vepra penale.
Në fokus të verifikimeve janë Agjencia e Zhvillimit të Territorit dhe Këshilli Kombëtar i Territorit, institucione që në vitet e fundit kanë administruar dhe miratuar një numër të madh projektesh ndërtimi. Sipas të dhënave publike, gjatë shtatë viteve të fundit janë miratuar dhjetëra kulla në Tiranë dhe qindra leje ndërtimi përgjatë vijës bregdetare, duke e bërë këtë sektor një nga më të rëndësishmit për ekonominë, por njëkohësisht edhe një nga më të ekspozuarit ndaj dyshimeve për pastrim parash.
Burime pranë hetimit bëjnë me dije se SPAK nuk po kufizohet vetëm te dokumentacioni i AZHT-së dhe KKT-së. Analiza pritet të shtrihet edhe mbi praktikat e institucioneve të tjera që kanë pasur rol në miratimin e investimeve strategjike, regjistrimin e pronave dhe procedurat që kanë shoqëruar zhvillimin e projekteve me vlerë të lartë ekonomike.
Në këtë zinxhir institucional përfshihen Agjencia Kombëtare e Planifikimit të Territorit, e drejtuar nga Adelina Greca, Korporata Shqiptare e Investimeve, e drejtuar nga Elira Kokona, si dhe Agjencia Shtetërore e Kadastrës, në krye të së cilës ndodhet Lorena Goxhobelli. Deri në këtë fazë të hetimeve nuk ka asnjë njoftim zyrtar nga SPAK që këta zyrtarë të jenë nën hetim apo të kenë status procedural në dosjen "Aruba", ndërsa sekuestrimi i dokumentacionit konsiderohet pjesë e procesit të verifikimit të provave.
Burimet bëjnë me dije se analiza e dosjeve të sekuestruara do të jetë vendimtare për hapat e mëtejshëm të hetimit. Nëse nga dokumentacioni do të evidentohen elementë që ngrejnë dyshime për shkelje penale, nuk përjashtohet mundësia që SPAK të thërrasë për deklarime zyrtarë, ish-zyrtarë, përfaqësues kompanish dhe persona të tjerë që kanë pasur rol në procedurat e miratimit të projekteve.

Artikuj per te mbajtur njerzit me gajret. Asgje nuk do te ndodhi!!!!!! Pse kush i jep lejet e ndertimit per kullat, shitesat e supermarketeve apo berberet? Kush ka detyrimin te verifikoje se me cfare parash ndertohen ato kulla te kushtueshme, per te cikat ndonjehere thuhet ::;uaaaa, si paska ndertuar dhe 7 kate pa leje ku...edhe ku pa, ne qender te Tiranes. Ketu, ceshtja e lejeve te ndertimit, parave qe perdoren, cmimet qe vendosen, taksat qe nuk paguajn ata qe kane nga 2 deri 300 apo me shume apartamente e tj , eshte shnderruar ne nje perepetum mobile, sic thuhet ne fizike. Prandaj....mos shpresoni. Te tere kane rene ne ujdi te heshtur!!!!
