Debates were noted at the meeting of the Conference of Mayors regarding the progress of the Special Commission for Territorial Reform and the opposition's request for an extension of its mandate.
Representatives of the Democratic Party argued that the commission has not fulfilled the objectives set out in the work plan and that the process cannot be considered completed without the envisaged consultations. On the other hand, the majority stated that it had not received an official request for an extension of the commission's deadline and, therefore, proceeded with the presentation of the work product.
The clashes between the parties also extended to the Territorial Reform report, which the opposition opposed, questioning the procedure followed for its drafting and presentation.
Bardhi: We received an e-mail yesterday with a report on the Territorial Reform. We do not know where this document comes from and its origin is not explained anywhere. The Assembly cannot handle it in this way. It is not possible for the Speaker of the Assembly to bring documents whose origin is unknown.
That's why I ask the Speaker of the Assembly: where did he get this document? The Territorial Reform Commission has not approved any document. That's why we need to get serious. We can't take a document, as if Arbi Mazniku had written a doctorate, and bring it here. How can a document come to the Assembly without first going through the committee?
I am telling you that the commission has not completed its work. There were seven tasks and only two have been completed. There are 16 points in the work plan, of which only three have been completed. The commission has not even conducted the scheduled consultations. That is why we have requested an extension of the commission's deadline.
Meanwhile, there was no agreement on the first point of the Conference of Mayors, which was the approval of the work calendar, as the opposition objected that its draft laws were not included.
Balla: We, as a majority, have not had a request for an extension of the commission's term of office and, under these conditions, we have brought the product of our work. This is a well-known practice.
I remind you that we also have another committee, the Electoral Reform committee. We received a request for postponement for that committee and we accepted it. We did not have such a request for Territorial Reform.
Under these conditions, the Conference of Mayors, a few days ago, just as it decided to extend the deadline of the Electoral Reform Committee, it gave the co-chairs of the Territorial Reform Committee the opportunity to present the product of their work.
The work on the Territorial Reform is not finished. Do you want to do reform or theater? You haven't even asked 30% of the largest region, such as Tirana.
If you want to break the consensus, do it. But don't bring us here with theatrics. We are telling you that the work in the Territorial Reform Commission is not finished. There is still work to be done, because this reform directly affects citizens. It is an important reform.

Boçi: The regulations clearly state: The Assembly cannot review any document that comes from other institutions, except through parliamentary channels. This report that you want to pass today is not a product of the Parliamentary Committee.
There can be no final report without first going through the committee. You say the deadline is over. I say the work is not finished. How can there be a final report on unfinished work? It's that simple!
