With Decision No. 563, dated July 15, 2026, the Prime Minister authorized Minister Toni Gogu to conclude a contract without competition with the company 'G37 Chambers'; the same company that in 2024 received 11.2 million euros for the same service, but without reporting anything. The object of the contract: analysis of reporting and exchange of information of SPAK, the Prosecution, the police and EUROPOL, with submission to the Minister of Justice...
In parallel with the parliamentary commission, or more precisely the patronage "Xhafaj" commission to uncover the confidential activity of SPAK and justice institutions, Prime Minister Edi Rama has also landed a private British-Spanish company within them.
We are talking about the clientelist company "G37 Chambers", which Prime Minister Edi Rama personally selected without competition, ostensibly to follow the implementation of the government's priority recommendations in the fight against crime for the year 2026.
By Decision No. 563, dated 15.7.2026, effective immediately, Prime Minister Edi Rama has authorized the Minister of Justice, Toni Gogu, to negotiate and conclude a service contract with the foreign company "G37 Chambers" without an auction and without publishing the value of the contract.
The scope of this contract also contains 2 concerns that go beyond consultancy and enter into the secret activity of SPAK, the General Prosecutor's Office, the Special Court and the police and cooperation with EUROPOL, the FBI and the DEA, in the fight against crime, specifically:
1. Evaluation and analysis of standard formats, platforms or other tools and forms, approved for the reporting method and information collection.
2. Effective inter-institutional cooperation and coordination, including improving reporting and information exchange mechanisms between institutions responsible for the fight against crime, with the filing of information with the Minister of Justice.
Prime Minister Edi Rama has presented this private contract with the company "G37 Chambers", to control the specific confidential activity of the judicial bodies, as a "new and European standard of cooperation" for consulting the judicial bodies.
But in fact, it is a continuation of an existing contract with the British-Spanish company "G37 Chambers", which Prime Minister Edi Rama has privately catapulted within the justice system through the former and current Minister of Justice, to discover what SPAK and other bodies fighting crime are doing.
The conclusion of the first contract between the Minister of Justice and the company "G37 Chambers", Prime Minister Edi Rama ordered with Decision No. 402, dated June 19, 2024 and paid 11.2 million euros, but there is no report on the activity with the Ministry of Justice, SPAK, GJKKO, the General Prosecutor's Office and the State Police.
And Decision No. 563, dated July 15, 2026, has the same contractual subject matter, for consultancy services regarding the implementation of recommendations for the fight against crime, but the value that the government will pay to its clientelistic company "G37 Chambers" has been kept secret.
He has tasked this company with the mission of discovering what investigations SPAK, the Prosecution and the Police are dealing with, and what files they send to EUROPOL, the FBI, the DEA and other agencies; files that the company "G37 Chambers" will submit to the Minister of Justice and from there to Edi Rama.
As SPAK is investigating an increasingly large number of senior Albanian political officials, the government has engaged this foreign company as a "patronage agent" within the justice system, especially within SPAK, paying it millions of euros./ Pamphlet
