The interruption of communication between the Minister of Interior, Ervin Hoxha, and the Director of the State Police appears to be the minister's practice, something he also did with former director Muhamet Rrumbullaku, when he completely removed him from office until the day he was dismissed with a supposed resignation.
In the clearest and most disturbing sense, due to the coldness and egos of Ervin Hoxha and Ilir Proda, the Ministry of Interior and the State Police Directorate have severed relations, communicating only through letters on administrative matters.
Minister Ervin Hoxha has created a team of trusted specialists and officials, who control the police directorate, but also the police chief Ilir Proda, has created a team of his own trusted ones, and reports to the minister only by letters and e-mail.
Legally and politically, the Minister of Interior is more powerful than the police director, but also more trustworthy to the Prime Minister, for personal reasons between them, since the time when Ervin Hoxha headed the Tax Investigation, Interpol-Tirana, and the Territorial Protection Inspectorate.
With this power and freedom of action that Babloku has given him, Minister Ervin Hoxha has begun to stage a "soft and slow game" for the dismissal of Director Ilir Proda, using Article 55 of the new State Police law, with the trick of "Nesti Angoni" type denunciations.
Article 55, point 2, letter "d" of the law states: - The Minister of Interior supervises and reviews complaints made against the General Director of the State Police; something which Minister Hoxha has started doing since December 2024.
According to information, Minister Ervin Hoxha, in addition to the complaints office at the ministry and the office at the Police Supervision Agency, has also created a team of trusted subordinates who are collecting complaints and denunciations through official and unofficial channels for Director Ilir Proda.
These complaints and denunciations that come from inside and outside the police, only Minister Ervin Hoxha has the right to handle, preserving the anonymity of the senders, but they are accepted even when they are anonymous, as long as they have an indication.
For these denunciations, only the minister can conclude whether they are true or not, and whether they lead to mild or extreme punitive measures for the Director General of the State Police, which determine his fate.
In parallel, Minister Ervin Hoxha has begun to take all functional powers from Director Ilir Proda, interfering with the operational independence of the State Police; and is himself involved in directing operations with the regional police leaders, displacing the general director.
This interference in the powers of Chief Police Officer Ilir Proda and his transfer has created a situation of chaos and anti-legal relations between the ministry and the police directorate, to the point of a rift in services and institutions, to the point where the 12 regional police directors have begun to obey only the minister's orders and report directly to him on key issues.
According to the law, the minister is tasked with exercising administrative control over the State Police, determining strategic directions, objectives, achievements, and dealing with the police budget.
