
On July 10, 2025, ERO granted the energy trading license to MDA, owned by Driton Dalipi, brother of the Prime Minister's Chief of Staff, Luan Dalipi. The latter had access to strategic energy plans as a member of the MFK board in 2021, raising suspicions of a conflict of interest.
While Kosovo citizens continue to pay the most expensive energy bills in the region, a company closely linked to the family of the government's top official has just received permission to enter this lucrative market.
On July 10, 2025, the Energy Regulatory Office (ERO) granted a five-year license to the company "Management & Development Associates" (MDA) for the trading of electricity. The owner of this company is Driton Dalipi, brother of Luan Dalipi, Chief of Staff of Prime Minister Albin Kurti. The decision of the Energy Regulatory Office (ERO) came at a time when this market was almost completely controlled by a single company; NOA Energy, accused of monopoly.
But what makes this case troubling is not simply a new license on the market. It is the chronology of events and Luan Dalipi's access to the state's most sensitive information that raise serious suspicions of an unprecedented conflict of interest.
Timeline: How a political career paved the way for the family business
The course of events shows that MDA's entry into the energy market was not a spur-of-the-moment decision, but a move prepared over the years, taking advantage of Luan Dalipi's rise to power.
2004 - Establishment of MDA
On January 9, 2004, Luan Dalipi co-founded the consulting company "Management & Development Associates" (MDA). Over the course of two decades, it would grow into one of the largest consulting firms in the Western Balkans.
2017 - Official departure from business
In 2017, Luan Dalipi transferred 100% of MDA's shares to his brother, Driton Dalipi. Officially, he withdrew from any ownership relationship with the company.
But the same year also brings other problems. The Special Prosecution Office files an indictment for corruption against Luan Dalipi and an official of the Ministry of Trade and Industry, in connection with an EU tender won by MDA. Later, the Court of Appeals dismisses the indictment as unfounded. However, its very existence shows that the company and Dalipi had previously been under the scrutiny of investigative bodies.
2020 - Appointment to the highest levels of power
On February 21, 2020, Luan Dalipi was appointed Chief of Staff to Prime Minister Albin Kurti. He thus became one of the most influential officials in the country, the prime minister's main advisor and the coordinator of the government cabinet's work.
2021 - Approach to the country's energy strategy
In 2021, Luan Dalipi is appointed a member of the Board of the Millennium Foundation Kosovo (MFK), a foundation that manages around $200 million in US government grants, dedicated mainly to reforms in the energy sector.

Inside information on how the market would be opened to new operators
This "information advantage" is at the heart of the conflict of interest charge. Critics argue that the knowledge gained through this public position gave his brother's company invaluable insider insight when it decided to enter the sector.
2024 - Decision to enter the market
About a year before May 2025, according to Luan Dalipi's statement, his brother Driton decides to "try his luck" in the energy market and begins preparations to enter this sector.
May 27, 2025 - License Application
MDA Company, owned by Driton Dalipi, officially submits the application to the Energy Regulatory Office (ERO) to obtain an electricity trading license.
July 10, 2025 - Receives license
The ERO Board approves the request and grants MDA the license for wholesale supply (trading) of electricity, valid for five years, until July 9, 2030.
Who is Luan Dalipi?
Luan Dalipi has been Prime Minister Kurti's right-hand man since February 2020. Educated in the US, where he completed his master's degree in International Management, he has worked for the US Department of Commerce and is the founder of the American Chamber of Commerce in Kosovo.
His assets, according to his 2024 declaration, include a house worth 650,000 euros, an apartment worth 107,420 euros, and two cars worth a total of 61,000 euros. He has stated that this wealth derives from his dividends as a former MDA shareholder, salaries, and loans.
Who is Driton Dalipi?
Driton Dalipi has been the 100% owner and CEO of MDA since 2017, when his brother transferred the shares to him. He has managed the company for years, steering it towards consulting projects with international donors. Like his brother, he is a co-founder and former board member of the American Chamber of Commerce.
The family connection between them is precisely what places this case at the center of accusations of nepotism and conflict of interest.
The role of strategic information

Abelard Tahiri i PDK ishte ndër të parët që denoncoi rastin, duke akuzuar se "kompania e themeluar nga Shefi i Kabinetit të Kryeministrit po përfiton nga pozita e tij për të hyrë në tregun fitimprurës të energjisë". Lumir Abdixhiku reagoi duke kërkuar një strukturë të posaçme anti-korrupsion si SPAK-u shqiptar, duke ironizuar se ata që "provojnë fatin" në tregun e energjisë, duhet "ta provojnë fatin aty (në SPAK)".
Në një reagim publik në Facebook, Luan Dalipi i hodhi poshtë të gjitha akuzat. Ai argumentoi se:

MDA ka një histori 20-vjeçare suksesi të pavarur nga politika
Procesi i aplikimit ishte i ligjshëm dhe transparent
Shërbimi i tij në qeveri nuk duhet të pengojë aktivitetet private të familjarëve të tij
"Nuk ka hyrë gjithë familja ime në Qeveri, vëllai im aplikoi në mënyrë ligjore," deklaroi ai.

What measures will the Government take to ensure that senior officials do not use their positions to favor family businesses?
The case of Luan Dalipi and the MDA company is a classic example of the problematic combination of political power and private business in a young democracy. Even if all legal procedures have been formally followed, the perception of a massive conflict of interest seriously damages public trust in institutions.
The fact that the brother of the highest-ranking official in the Prime Minister's Office enters a strategic and profitable sector, immediately after this official has had access to confidential information for that same sector, is deeply concerning.
Defenses based on the "free market" and the "right to business" ring hollow when the playing field seems clearly tilted in favor of those with connections at the top of power.
The responsibility now falls on the judiciary and investigative journalism to fully illuminate the shadows that have covered this vital sector for the country's economy and security.
