In the two years since the Commission for Civic Initiatives was established, Chairman Fatmir Xhafaj has attempted several times to establish a form of parliamentary control over the activities of SPAK and the National Bureau of Investigation. Each attempt has been rejected by the judiciary, who have considered it an interference in the independence of the investigation. The latest attempt for an “inspection visit” to the BKH has revived the debate on the boundaries between parliamentary control and the autonomy of special justice structures.
During the two years since the Committee for Civic Initiatives, Cooperation and Institutional Oversight was established, Chairman Fatmir Xhafaj has attempted five times to intervene in SPAK's affairs. But the truth is that Altin Dumani and current leader Klodian Braho have not allowed it.
The first time, former investigator Fatmir Xhafaj attempted to bring SPAK into the game by asking it to send experts to the parliamentary committee, supposedly for cooperation in identifying and resolving issues of the most efficient functioning of institutions, but SPAK refused.
The second time, Fatmir Xhafaj asked SPAK to report to the committee, as an institutional obligation to respond to parliament, but SPAK refused, considering it an interference by politics and the government.
The third time, Fatmir Xhafaj attempted to control SPAK's activity, considering it a partnership between parliament and the judiciary, supposedly without violating SPAK's independence, but was again rejected.
For the fourth time, on February 4, 2026, Fatmir Xhafaj attempted to interfere in SPAK's affairs by requesting that deputies appointed by him conduct an "inspection visit" to allegedly check the security conditions and the progress of SPAK's formal activities. But Klodian Braho refused, considering it a violation of constitutional independence.
However, former investigator Fatmir Xhafaj has not given up on his attempt to control, influence, divert and block SPAK's activities, especially at this moment when SPAK has approached the office of Prime Minister Edi Rama and his family.
According to information received by "Pamfleti", three days ago Fatmir Xhafaj made the fifth attempt to enter SPAK, but this time through the door of the BKH, informing him of an "inspection visit" by a group of deputies and experts from the parliamentary committee.
The National Bureau of Investigation is independent in its work, but it is a structure under constitutional subordination to SPAK. This subordination obliges it to obtain the approval of the head Klodian Braho to allow or not the parliamentary commission.
After SPAK has closed its doors, Fatmir Xhafaj is attempting to control the activities of the National Bureau of Investigation, where the investigative files in process that are presented to SPAK are located.
But the door of the BKH is not expected to be opened to him either. In fact, after the latest operation in Vlora, Klodian Braho has made it clear that SPAK will continue to crack down on corruption, organized crime groups and any public official who collaborates or facilitates their activities.
If Fatmir Xhafaj has any remarks or suggestions about the work of SPAK, he can publicly hold it accountable in parliament for the implementation of the Anti-Mafia Law, for the seizure of assets of persons convicted of drug trafficking, and for the full implementation of laws related to the fight against organized crime./ Pamphlet

Kjo ceshtje nuk ka vetem nje emer qe quhet fatmir xhafa. Ai dihet qe eshte nje komunist i pandreqshem, por kryesori eshte rama. Kane ngritur gjoja "Komisioni per Nismat Qytetare, Bashkpunimin dhe Mbikqyrjen Institucionale" qe realisht nuk dihet çfare ben dhe a ka raportuar ndonjere ne parlament per aktivitetin e tij. Meqe eshte mbikeqyres a ka kontrolluar ndonje here ne kadaster per lemerine qe vuajne njerezit...? Xhafaj vete nuk ka kellqe te marre iniciativa te talla por i ka me urdher nga i gjati dhe i shtremti rama.
