SPAK is electing its leader with compromised votes, and in this process, integrity has died before the new leader is elected...

Documents obtained by "Pamfleti" reveal a clear scheme of conflict of interest and institutional corruption on the eve of the election of the new head of SPAK.
Altin Dumani and Klodian Braho have used the vetting structures and the competition for BKH investigators to buy the support of Zeqir Hoda, a member of the KLP who will vote for the position of head of the Special Prosecution.

Behind the scenes of the race for the head of SPAK, a silent battle is taking place that has nothing to do with justice, but with the bargaining for votes within the High Prosecutorial Council (KLP).
According to sources provided by "Pamfleti", Altin Dumani, who is fleeing from the leadership of SPAK, and Klodian Braho, the prosecutor who is seeking to succeed him at the top, have "bagged" a safe vote: that of KLP member Zeqir Hoda.
The vote was "bought" with two pre-prepared rewards, which reveal the level of capture of the justice institutions by the very people who were supposed to clean them up.

First reward: the return of Zeqir Hoda's friend to the system

Through Altin Dumani's influence in the vetting process and the decision signed by Klodian Braho, prosecutor Ylli Pjetërnikaj, one of Zeqir Hoda's closest friends, has been reinstated in the system.
Pjetërnikaj was dismissed by the first-instance vetting for illegal assets, their concealment and favoritism of subjects under investigation, but with a second-instance decision, influenced by Dumani and Braho, he was reinstated, being considered "clean".
This decision is a clear violation of the vetting law, which prohibits the reinstatement of subjects dismissed for violations of assets and integrity.

Second reward: hiring Hoda's son at BKH

The second reward is even more direct.
In the competition held by SPAK for the recruitment of new investigators in the National Bureau of Investigation (BKH), personally led by Klodian Braho, Ditmir Hoda, Zeqir Hoda's son, was selected for employment.
According to sources within the BKH, the competition was formal, with results manipulated to pave the way for his employment, providing the KLP member with the most tangible reward: a job for the son in the institution controlled by SPAK.

Reactions and institutional coverage

These two actions; the return of Pjetërnikaj and the hiring of Hoda, were made before the vote for the new leader of SPAK, where Zeqir Hoda is one of the members who will decide the fate of the four candidates.
After the publication of these facts by "Pamfleti", Dumani and Braho did not deny the accusations, but reacted silently, while Zeqir Hoda temporarily withdrew from the vote, claiming a "self-assessed conflict of interest".

The chairwoman of the KLP, Mirela Bogdani, declared that a special meeting would be held on this occasion, but in practice nothing happened.
Instead of an investigation, the matter was closed politically: Bogdani described Dumani's scenario as "regular and legal", allowing Zeqir Hoda to vote for the candidates, including Klodian Braho himself.

To cover up the conflict, Dumani staged the resignation of Klodian Braho from the final stage of the competition for new BKH investigators, in order to justify that "there was no involvement of his" in the selection of Hoda's son.
In fact, the resignation was simply a procedural trick, which does not change the fact that the decision to select Ditmir Hoda was signed during Braho's leadership.

The conflict of interest being covered

According to the law, to avoid any doubt, the KLP should have excluded Zeqir Hoda from voting for the head of SPAK and requested a disciplinary investigation against him for conflict of interest.
If the "extinguishment" of the conflict is truly required, two favors must be undone:

1. Exclusion of Hoda's son from the competition for investigator at the BKH;

2. Cancellation of the reinstatement of prosecutor Ylli Pjetërnikaj and reopening of his vetting process.

But none of this has happened.
Instead, the two family coteries have become the prize for a vote, one that could decide who will lead the most important organ of Albanian justice.

In the end, the Dumani–Braho–Hoda case is the clearest picture of what is happening within the reform: a network of bargaining, where justice is bought with employment, decisions and personal services.
