Law No. 9049, dated 10.04.2003, obliges public officials to declare their assets and income and that of their family members. However, the Minister for Europe and Foreign Affairs, Ferit Hoxha, has only made a partial declaration in 2013 and no declaration for the other 21 years in the diplomatic service (2003-2026). He has not declared real estate, expenses, per diems, nor the name of his wife or her place of work. Meanwhile, his brother, Gëzim Hoxha, is being investigated by SPAK as part of the Ergys Agas structured criminal group, raising doubts about the need for a full asset investigation against the minister.
Law No. 9049, dated April 10, 2003, obliges a category of elected and appointed public officials, upon appointment, during the exercise of state duties and after leaving office, to declare their income and assets, those of their family members and persons related to them.
But after the law was implemented, Foreign Minister Ferit Hoxha only declared his official income for 2013, when he was Albania's Ambassador to the United Nations in New York.
Meanwhile, during his 21 years in the diplomatic service, Ferit Hoxha has not made any declarations of income, expenses, or assets - tolerated by all leaders of the High Inspectorate for Declaration and Control of Assets in the years 2004-2026.
Even for 2013, when he was Ambassador to the UN, Ferit Hoxha only declared income from his salary and his wife's salary as a teacher, without stating her name and without indicating in which country, city or educational institution she worked, although according to the law he must provide detailed data.

He has not declared his family composition, he has not declared any type of property, not even a residential house owned or rented in Albania and in the countries where he has been an ambassador, but neither other income, not a single penny of expenses, nor the per diems and honoraria he has received.
He has not declared for the years 2003-2006, when he was the Ambassador of Albania to France and accredited non-resident Ambassador to Portugal and Monaco.
He has not declared for the years 2006-2009, when he was Secretary General of the Ministry of Foreign Affairs during the DP government, a time when he drafted the file to donate part of Albania's maritime space to Greece.
He has not declared for the years 2009-2015, when he was again the Ambassador and Permanent Representative of Albania to the UN in New York.
He has not declared for the period November 2015 - March 2018, when he was Director General for Political and Strategic Affairs at the Ministry for Europe and Foreign Affairs.
He has not declared for the period April 2018 - October 2021, when he was Ambassador and Permanent Representative of Albania to UNESCO in Paris.
He has not declared for the period September 2021 - February 2024, when he was again Ambassador to the UN in New York.
He has not declared for the period March 2024 - March 2026, when he was Albania's Ambassador to the European Union.
Although in every position he had the legal obligation to make an asset declaration upon appointment and for each year during the exercise of his duties and after transfer.
We have no information on whether or not Ferit Hoxha has made an asset declaration after being appointed Minister for Europe and Foreign Affairs.
But according to the Anti-Mafia Law, SPAK must investigate the assets of Minister Ferit Hoxha, due to the criminal proceedings being carried out against his brother, Gëzim Hoxha, as part of Ergys Agas's structured criminal group./ Pamphlet
