Russian Foreign Minister Sergey Lavrov has informed his US counterpart, Marco Rubio, of Moscow's decision to strike targets in Kiev linked to the Ukrainian armed forces, while also urging the United States to evacuate diplomatic personnel from the Ukrainian capital.
According to the Russian Foreign Ministry, during a telephone conversation on Monday, Lavrov stated that the Russian attacks constitute a "response to the ongoing terrorist attacks by the Kiev regime" against civilians on Russian territory.
Moscow said Russian armed forces have launched "systematic attacks" on facilities in Kiev used for the needs of the Ukrainian military, including decision-making centers.

At the same time, Lavrov urged Washington to withdraw US embassy staff from Kiev, referring to the Russian Foreign Ministry's previous warning to countries that have diplomatic missions in the Ukrainian capital.
According to the Russian statement, Moscow has called on foreign governments "to ensure the departure of their diplomatic personnel and citizens from Kiev," amid rising tensions and intensifying attacks in the region.
