Security incident on the eve of the European summit in Tivat, Montenegrin authorities expel 87 Serbs affiliated with Vučić's SNS

Montenegrin security services yesterday expelled 87 Serbian citizens who had arrived at Tivat airport on a charter flight from Belgrade, just a day before the EU-Western Balkans Summit. Authorities returned them to Serbia after assessing that they posed a risk to national security.

According to the Montenegrin newspaper Vijesti , the group arrived in Tivat on Wednesday morning on an Air Serbia plane, chartered by a travel agency from Bijeljina. A few hours later, after security checks, all passengers returned to Belgrade.

Newspaper sources report that four Serbian citizens had entered Montenegro two days ago to organize accommodation for the group members in luxury hotels in Tivat.

Montenegrin authorities stated that some of the deported individuals had participated in public gatherings with high security risks and that some of them had police records for criminal and minor offenses with elements of violence. They also refused to answer police questions about the reason for their visit to Montenegro.

The event took place on the eve of the important EU-Western Balkans summit, which is expected to be attended by senior European leaders, including French President Emmanuel Macron, German Chancellor Friedrich Merz, Italian Prime Minister Giorgia Meloni, Spanish Prime Minister Pedro Sánchez, European Council President António Costa, and European Commission President Ursula von der Leyen.

During the search, police and the Montenegrin National Security Agency seized banners with slogans of the Serbian Progressive Party (SNS), long-distance communication equipment and marine radio stations. Authorities also seized two buses with Serbian license plates that were suspected of being used to transport the group.

A police source told Vijesti that the flight was placed under surveillance due to suspicions of hybrid activities. A day earlier, Montenegrin Prime Minister Milojko Spajić had stated that Montenegro is facing coordinated efforts by external factors and organized crime groups against the country's European path.

However, he did not specify which actors are behind these actions.

According to Serbian media, activists and the opposition in Serbia, many of the passengers are known for their connections to SNS structures and groups engaged in protecting the activities of the ruling party (Vučić). Some of them have previously been mentioned in connection with violent incidents during student protests, opposition rallies and sports events.

The list of those returned to Serbia includes individuals who have been linked by media and civil society organizations in Serbia to attacks on protesters, guarding SNS facilities, and organizing counter-protests. Among the names mentioned are Dalibor Stanojević, Aleksandar Janković, Nemanja Naračić, and Stefan Kojović, who have been linked to various violent incidents in previous media reports.

Belgrade's reaction
Serbian President Aleksandar Vučić did not immediately react to the incident. Meanwhile, the Serbian Security and Intelligence Agency (BIA) announced that it had recommended that Vučić not travel to Montenegro due to the high security risk. According to the BIA, this assessment was based on operational information related to the presence in Montenegro of wanted man Radoje Zvicer, considered one of the main figures of the Kavač criminal clan.

Serbian journalist Vera Didanović from Radar magazine said the case raises many questions. According to her, it is hard to believe that such an operation would be organized in such a visible way without being aware that it would be discovered. She raised the suspicion that it could be a show of force, a message to European partners or an attempt to divert attention from internal political problems in Serbia.

Didanović noted that Serbia is currently facing several significant political and criminal scandals, while Croatian MEP Tonino Picula's latest report on Serbia contains strong criticism of Vučić's government.

Reactions in Montenegro
Montenegrin Deputy Prime Minister Aleksa Bečić stated that the action at Tivat airport proved the functioning of security institutions.

"No one can enter Montenegro without verification, without a clear reason for stay and without the security procedures that events of the highest international level require," he said.

MP from the Europe Now Movement, Tonći Janović, described as unusual the fact that a group of people with significant police records arrived right on the eve of the largest international summit ever held in Montenegro.

On the other hand, the Serbian opposition reacted harshly. The deputy leader of the Freedom and Justice Party, Borko Stefanović, described the event as a “scandal and shame for Serbia,” while the leader of the Democratic Party, Srđan Milivojević, demanded Vučić’s resignation, claiming that there had been an attempt to send people from criminal circles to Tivat on the eve of the European summit.

According to security sources quoted by "Vijesti", after the expulsion of 87 Serbian citizens, Serbian authorities are suspected of imposing increased control measures against Montenegrin citizens at border crossings.
