The Donald Trump administration's plan to rebuild Gaza is being significantly scaled back, as war, blockades and political deadlock have reduced a project aimed at transforming the entire territory to a limited pilot program near Rafah.

The Peace Board, set up to coordinate Gaza's recovery after the October ceasefire, had promised an ambitious plan to restore infrastructure, open humanitarian corridors and rebuild the entire territory. Today, after months of blockade, it aims only to set up a temporary camp for a small fraction of the estimated two million displaced Palestinians.

This project also remains far from being implemented. So far, only a few officers from Morocco and Kosovo have arrived in Israel, who are expected to form the core of the International Stabilization Force (ISF), while construction of a logistics base for the mission's vehicles and equipment is being completed near the Kerem Shalom border crossing.

However, the camp itself near Rafah has not yet begun construction. Satellite images show only preliminary work on the ground, with no new structures. Diplomatic sources do not expect significant progress before the Israeli parliamentary elections on October 27, which could also change the political balance in Israel.

On the ground, the situation remains even more complicated. Since the US-brokered ceasefire in October, Israel has continued military operations, restricted the entry of humanitarian aid and prevented the start of reconstruction projects. According to the assessments of Western diplomats in Jerusalem, any real progress will also depend on political developments in Israel, although there is no guarantee that a new government will have a more flexible approach to Gaza.

The biggest fear is that Prime Minister Benjamin Netanyahu, facing an election, will opt for a new military offensive. A return to full-scale war would risk collapsing even the limited pilot project of the Peace Board.

Meanwhile, talks on Hamas's disarmament continue without concrete results. Mechanisms for handing over weapons, how to store them, and the creation of a new Palestinian police force have been discussed in Cairo, but negotiations remain frozen as long as military operations continue.

Earlier this year, Jared Kushner promised that within 100 days, Gaza would have functioning water, electricity, hospitals, sanitation, and basic services. After months of blockade, that vision has been reduced to the establishment of a makeshift camp for tens of thousands of people near Rafah.

Under the current plan, security will be provided by an international force of around 5,000 troops, with Morocco, Kosovo and potentially Albania and Kazakhstan expected to participate. However, training of the troops has not yet begun, while the legal basis for their deployment is still being negotiated with the Israeli government.

Financing also remains unclear. Of the $17 billion initially pledged for the peace plan, only a small portion has been secured. The European Union has pledged €883 million for projects related to water supply, sanitation and waste management, while the Peace Board is considering using some of Palestinian tax revenues and bank assets frozen by Israel to finance the project.

This idea has caused strong reactions from the Palestinian Authority, which demands the immediate and unconditional release of the funds, emphasizing that they are the property of the Palestinians and cannot be used as a negotiating tool.

As the war continues and political uncertainty remains high, the project that was presented as a plan for the reconstruction of all of Gaza has been reduced to a much more modest initiative, the fate of which depends on military developments, elections in Israel and the willingness of the parties to restore the political process. /Adapted from "The Guardian"
