The Peace Council will not stop Israel from resuming full-scale war in Gaza unless Hamas disarms. This was announced by Nikolai Mladenov, the High Representative of the Peace Council, led by the United States and President Donald Trump, emphasizing that for the committee formed in recent months under the auspices of Washington, the absolute priority remains the disarmament of the militants who control Gaza.
A testimony, detailed in a document discovered by the Times of Israel, shows how the organization has clearly taken a position in favor of Tel Aviv, how it has decided to advance its demands within the framework of the mediation mechanism for ending the war, and how its commitment to peace remains to be demonstrated: the ceasefire negotiated in Sharm el-Sheikh in October did not foresee a time priority between the two operations of the second phase of the ceasefire, which should be based on Tel Aviv's withdrawal from Gaza and the disarmament of Hamas, in the first case to grant full sovereignty to the Palestinian territory and in the second to create space for the administration of a technocratic committee. To advance one step over another means to want to give greater rights to the demands of one party to the conflict, and this is the exact opposite of what mediation should guarantee.
Moreover, even talking about a structured ceasefire is bold in itself. Israel's attack on Gaza after the October 7 massacres led to an escalation that quickly escalated from retaliation to ethnic cleansing and full-blown genocide, as the UN has declared in several statements.
Now, as of October 10, notes Genocide Watch, “authoritative UN data says that IDF operations since the October 2025 ceasefire have resulted in 765 Palestinian deaths and 2,140 injuries. These figures have been confirmed by prominent human rights organizations such as Save the Children and the Danish Refugee Council, which added that at least 180 children have died during this ceasefire period,” while four Israel Defense Forces fighters have been killed in the same period. Sources in Gaza estimate the death toll from October to date at four times that, at over a thousand.

For Mladenov, a former Bulgarian defense minister, the choice is clear. And given the composition of the Peace Board, filled with figures extremely favorable to Tel Aviv, this is hardly surprising. The Times of Israel itself points out that the ceasefire has often worked in a one-way direction: “While Trump’s 20-point plan called for Israel’s gradual withdrawal from the Strip in line with Hamas’s disarmament, in recent months the IDF has instead seen the half of the Strip that was supposed to remain under its control only temporarily, unilaterally expanded.” Israel is pushing for maximum pressure, and faced with the prospect of a resurgence of the conflict, Hamas’s continued strength could be the perfect alibi. Pushing for terms unacceptable to the militants who control Gaza could be ideal leverage to support this strategy.
