The fact that Gramoz Ruçi does not separate from Edi Rma even after leaving politics is not related to concerns about the "Albania 2030 in the EU" project, but to bargaining to extort state assets.
On January 31, 2022, six months after Gramoz Ruçi handed over the mandate of MP won in the 2021 elections in Fier, his son Ledian Ruçi created the company "SLR Albania Sh.pk", with the object of investing in photovoltaic energy plants and any other type of investment.
Prime Minister Edi Rama, by decision of the KKT, granted Ledian Ruçi the permit for the construction of an energy production plant in the Topojë Unit of Fier, with a power of 2 Megawatts and a term of 30 years.
Two years before the construction permit was issued by Bablok and on his orders, central and local government structures acted with record speed to provide Gramoz Ruçi's son's company with land and all permits and licenses for the power plant.

The Mayor of Fier, Armando Subashi, through an expedited procedure, gave the company of Gramoz Ruçi's son 50 thousand m2 of land by the sea in the Topojë area, with contract No. 968, dated July 9, 2022, for which he says it is a lease contract for 30 years, but without determining the total annual rent value and without publishing it in the Municipality's register of decisions.
Although Mayor Armando Subashi gave him 50 thousand m2, the contract specifies that the photovoltaic project only includes 20 thousand m2 of land, but he gave him 30 thousand m2 more. Why?
According to information available to "Pamfleti", on the other 30 thousand m2 area by the sea, it is said that Gramoz Ruçi's family will build a resort and villas and mansions with beach apartments, disguising the acquisition of excess land, after the permit for the plant, which is also a bargain with Edi Rama.
Three weeks after acquiring the land, specifically on July 28, 2022, Minister Mirela Kumbaro granted the environmental permit, according to which the construction of the photovoltaic park by the sea does not harm the environment.
On October 16, 2024, the company "SLR Albania" requested a license for energy production from the ERE, while after 12 days, the mayor Petrit Ahmeti granted the license with Decision No. 228, dated 28.10.2024.
The plant and construction project is 35 million Euros. Where will Gramoz's son find it?
In the KKT decision, the photovoltaic plant is declared as an investment worth 1.2 million Euros, while according to the technical feasibility project, the investment cost will be 15 million Euros.
In total, together with the hidden resort project, villas and palaces with beach apartments, the total cost of the two investments of the "Ruçi" family will be 35 million Euros, for which no law enforcement agency requires them to declare their source.
Where will Gramoz Ruç's son find, or more precisely, from which sources, will he secure 35 million Euros, when he only has a monthly salary of 1,000 Euros as an employee of the state-owned company "Albcontrol"?
While the only capital that his company "SLR Albania" has had since the day of its foundation is 100 lek; in fact, this company, during the years 2022-2024, has incurred a loss of 923 thousand lek.
Gramozi knows the source of these millions, while Babloku knows nothing; and as he has said publicly, he does not care how and where they will obtain them./ Pamphlet
