The Mayor of Fier, Armando Subashi, has been in office for 11 years and has turned the tender for fuel purchases into a monopoly, awarding it every year to the company "AGA-1 sh.pk" of Renato Sali, also known as Renato Çami of Fier, with several criminal records for drug trafficking and ordering and financing murders.
The fact that Renato Çami is currently being prosecuted by SPAK for such crimes has not stopped the mayor of Fier, Armando Subashi, from accepting him into the fuel purchase tender for 2026 and declaring him the winner with 98% of the limit fund.
According to the announcement in the Public Procurement Bulletin dated March 30, 2026, the company "AGA-1" sh.pk, has received from the Municipality of Fier, the tender worth approximately 1.3 million Euros, for the supply of fuel to the municipal administration and service enterprises under its jurisdiction.
Unlike the previous 10 years, when the tender was awarded without competition, Armando Subashi and Renato Çami used the company "Olsi" sh.pk, owned by the "Bol Oil" group, as a fictitious competitor, with a bid 1% higher than the company "AGA-1" sh.pk.
The tender was divided into two lots, but for this year, the value of the limit fund has increased by 15%, although the tender was announced and held 1 month before the start of the war in Iran.
On the same day, the mayor of Roskovec, Majlinda Bufi, who is under investigation by SPAK, awarded the "Aga 1" company of drug trafficker Renato Çami a 120 million lek tender for fuel, but the two mayors have been purchasing fuel only from him for 11 years through a monopoly tender.
Renato Sali-Çami, listed as one of the most well-known names in the underworld in Fier, is under investigation by SPAK with three voluminous files No. 75/1, 2 and 3, but his proceedings do not prevent the mayors of Fier and Roskovec from giving him billions of lek in funds, although the Public Procurement Law and the Anti-Mafia Law prohibit them.
During his 11 years as mayor of Fier, Armando Subashi has given Renato Sali-Çami's company around 22 million Euros in tenders, 11 building permits, and has donated and sold some plots of land, beaches in Seman and favorite forested areas at ridiculous prices./ Pamphlet
