The official request that the Special Prosecution Office has sent to the Albanian Parliament to lift the immunity of Belinda Balluku's MP has been published, thus paving the way for the arrest of the Deputy Prime Minister and Minister of Infrastructure and Energy.
Meanwhile, it has already been learned that the Mandates Council will meet on Friday to review this request.

Honorable Mr. Speaker of the Parliament,
Honorable Members of Parliament,
Based on articles 73, 95, 103 of the Constitution of the Republic of Albania, articles 260, 288, 289 of the Code of Criminal Procedure, as well as the Rules of Procedure of the Assembly of the Republic of Albania, articles 13 and 118, we hereby submit the request for the granting of authorization by the Assembly of the Republic of Albania for the arrest/deprivation of liberty of the deputy/minister/deputy prime minister Belinda BALLUKU, through the replacement of the personal security measure from that of "Prohibition of leaving the country" provided for by article 233 of the Code of Criminal Procedure and "Suspension of exercising a public duty or service", provided for by article 242 of the Code of Criminal Procedure, to that of arrest in prison/at home, provided for by articles 238/237 of the Code of Criminal Procedure, in the framework of criminal proceedings no. 136 of the year 2025, of the Special Prosecution Office against Corruption and Organized Crime.
Also, in compliance with Article 288, point 2, of the Code of Criminal Procedure, please find attached the reasoned report, accompanied by the relevant evidence, as well as the order to maintain investigative secrecy and prohibit the publication of acts, dated 16.12.2025.
