Amantia Xhafaj and Ditjon Baboçi, together with Artan Sako (brother of the mayor of Tepelena), received from Edi Rama 5 hectares of coastal land in Topojë-Seman for a photovoltaic park. The Ministry of Energy approved the request in 2 days, while the Energy Regulatory Authority granted the license for 30 years, 3 months before the decision was published. In total, the government donated 50 thousand m² of land: 14,755 m² more than the project, to also build villas and mansions on the coast.
After Fatmir Xhafaj's daughter and son-in-law, by decision of Prime Minister Edi Rama, received 5 hectares of state land on the coast of Topojë-Seman in Fier for free and mortgaged in their name, for the construction of a photovoltaic park, the government, through its structures, is continuing the accelerated procedures in favor of their business.
With the approval of the Ministry of Energy and Infrastructure, the Board of the Energy Regulatory Authority, with Decision No. 91, dated April 2, 2026, kept secret for 3 months and published on June 30, has decided to license the company "Dion Energji" for the production of energy from the photovoltaic plant on the Seman coast.

The company "Dion Energji" is 50% owned by Amantia Xhafaj and Ditjon Baboçi, the daughter and son-in-law of Fatmir Xhafaj, while 50% is owned by Artan Sako, the brother of the former Director of the Guard, Gramos Sako, currently the mayor of Tepelena.
The decision of the Energy Regulatory Authority states that the company "Dion Energji", on April 6, 2023, signed a contract with the Ministry of Energy and Infrastructure for the construction and operation of a photovoltaic power plant, with a production capacity of 2 megawatts, on the coast of Topojë-Seman.
From the Distribution System Operator, the company of Fatmir Xhafaj's daughter and son-in-law has received approval for the connection of their photovoltaic power plant to the energy distribution network that it will produce, according to Contract No. 6359/2, dated 28.6.2022, that is, 1 year before the construction permit.
It was granted an environmental permit on November 13, 2024 by the National Environmental Agency, which approves the construction of a photovoltaic energy park on the coast of Topojë-Seman, with the deception that it does not harm the environment.
Following these decisions, with the permission of the Ministry of Energy and Infrastructure, the Board of the Energy Regulatory Authority has formally granted the license for the production and sale of energy for 30 years.
According to the decision, the company of the daughter and son-in-law of Fatmir Xhafaj and the brother of the former Director of the Guard, Gramos Sako, builder of Linda Rama's palace, began producing energy on May 15, 2026, from their photovoltaic park, built on coastal state land donated to them by Prime Minister Edi Rama.
The request was made with Letter No. 667, dated February 17, 2026; the Ministry of Energy and Infrastructure approved it two days later, on February 19, while the Energy Regulatory Authority processed it on March 2 and granted the license on April 2, 2026.
Although the photovoltaic park project is 35,245 m² of land, the government and the Municipality of Fier have donated 50,000 m² of state land; or 14,755 m² more land, to build a complex with villas and mansions on the Seman coast./ Pamphlet
