For several days now, tax officials have been launching an action to control the trade of agricultural products with the aim of ensuring the traceability of goods to strengthen food safety.

The action is expected to be implemented through several phases according to the General Directorate of Taxes (GDT), where in addition to entities in Tirana, the action will move towards the districts and then to the collection and processing points.

During these days, the tax authorities' action has focused on large markets for the trading of agricultural and livestock goods, dairies and slaughterhouses in Tirana.

In Tirana, in the first 3 days of the action, 87 entities were checked and 20 tons of livestock goods were seized, which turned out to be traded without invoices.

"The focus of the action for the trade of goods with invoices will be large markets, slaughterhouses, dairies, then collectors and processors which have a high trade volume that is then traded throughout the country. Of the main controls so far, the most problematic for the trade of goods without invoices are the large markets for agricultural and livestock goods and slaughterhouses," the tax administration claims.

In the second phase, according to the General Directorate of Taxes, in addition to Tirana and its surrounding areas, the action will also extend to districts, where the focus will be on large markets, dairy farms and animal slaughterhouses.

In the third phase, the tax administration anticipates that the action will be extended to collection and processing points for livestock goods.

The Tax Administration emphasizes again that the focus of the action is to strengthen field control over the issuance of invoices for the trade of livestock products, at large agricultural commodity trading markets, slaughterhouses, dairies, and then large collectors and processors.

The tax authorities claim that small traders and street vendors are not the focus of the action. While the number of supermarkets inspected so far remains low. The action taken by the tax authorities aims to increase revenues and strengthen the system for traceability of goods.

At the end of the campaign, which aims to increase self-invoicing for goods traded by farmers, the government plans to launch the implementation of a 10% VAT refund scheme for farmers. The draft law on the return of the VAT compensation scheme is expected to be reviewed for approval next year, where implementation will begin.

Following changes made in 2019 to the VAT refund scheme, which reduced the rate from 20% to 6%, from 2022 the VAT creditable for purchases of goods by farmers was abolished. / Monitor
