The Court of Appeal has tightened security measures for some of the former officials, who face charges of abuse of office, related to the legalization of unauthorized construction in the area known as 'Rana e Hedhun' in Shëngjin, Lezha.
The security measures were reviewed by the Court of Appeal after an appeal by the Prosecution against the decision of the Court of First Instance.
Thus, the Appeal decided for the former director of the State Cadastre Agency, Gentian Malotaj, as well as for the responsible and former responsible for legalizations, Artmir Maxhuni and Artur Shabaku, the security measures "Arrest in prison", for the criminal offense "Abuse of office".
While for engineers Luiza Bala and Hekuran Xhina, the Court of Appeals has changed the decision of the Lezha Court from the measures of "compulsion to appear" and "ban on leaving the country", to the security measure of "house arrest", for the criminal offense of "Forgery of documents".
Meanwhile, for the two former heads of the Territorial Protection Inspectorate in Lezha, Flori Gjini and Col Malaj, security measures "ban on leaving the country" have been left in effect.
Also, the security measure "house arrest" has been left in effect for Pjetër Tuçi, who is accused of the criminal offense of "Illegal Construction".
These persons are suspected of being implicated in a case of illegal construction in the Rana e Hedhun area in Shëngjin, where investigations by the Lezha Prosecutor's Office, within the framework of criminal proceedings no. 135 of 2025, have revealed that constructions were carried out without a permit and were then legalized in violation of the law.
Up to this stage of the investigation, four objects have been placed under preventive seizure, while the actions of the prosecution body continue to document other cases of this nature in the tourist area of Shëngjin.
