Arthur Metani

The High Inspector of Justice, Artur Metani, participated in the conference dedicated to the results of the vetting process, where he assessed the impact that this mechanism has had on the reform of the justice system in Albania.

During his speech, Metani said that the re-evaluation process has significantly contributed to increasing the standards of integrity and professionalism among judges and prosecutors. He praised the work of vetting institutions in identifying and removing from the system persons who did not meet the established criteria.

"The members of the re-evaluation bodies have done an extraordinary job by verifying and removing from the system the unhealthy part of it, based on concrete standards for assessing the integrity of judges and prosecutors. Today, the justice system, also because of this work, is significantly better than in 2016 ," he said.

According to Metani, the results achieved so far show that the justice system is of higher quality and enjoys a higher level of credibility compared to the period before the launch of the justice reform.

However, he stressed that the closure of the vetting process should not be considered the end of the reform. On the contrary, according to him, the system is entering a new stage, where the institutions established after the reform must take on the task of guaranteeing standards of integrity and accountability.

"Now, the completion of the vetting process requires a careful assessment and reflection on the future, as it marks the transition from the phase of the functioning of the extraordinary vetting mechanism to a newer stage, where the responsibility for guaranteeing the integrity and professionalism of magistrates belongs entirely to the new justice institutions. This is why the completion of this process should not be seen as the finalization or achievement of the appropriate and successful results of the justice reform journey. This moment marks the beginning of the most important phase of justice reform, which is related to the institutionalization of integrity and accountability standards ," said Metani.

He underlined that the next challenge for the justice system is the consolidation of mechanisms that sustainably guarantee the integrity, professionalism and accountability of magistrates, even after the completion of the extraordinary re-evaluation process.
