The Special Court against Corruption and Organized Crime has rejected the request of former Minister of Health, Ilir Beqaj, to change the security measure.
After 21 months in detention, Beqaj had offered a financial guarantee of 20,000 euros for his release during the hearing held on March 31, but the request was not accepted by the court.
On the same date, the GJKKO also rejected the request for freedom of his associate, Ermal Kurtulaj, despite the fact that he had also submitted a financial guarantee.
Both have been in prison since July 4, 2024, after being arrested as part of investigations into abuse of European Union funds in the SASPAC structure.
According to the Special Prosecution Office (SPAK), Beqaj, in his capacity as Director General of SASPAC, is suspected of having ordered Kurtulaj to carry out fictitious procurements during the years 2022-2023, in violation of EU rules for EUSAIR projects. According to the investigation, the funds from these tenders ended up benefiting him, while the procedures were carried out only on paper and the contracts were formally concluded with different companies.
Beqaj faces several criminal charges, including passive corruption, violation of equality in tenders, forgery of documents, fraud and failure to declare assets, related, among other things, to the ownership of shares in the “Gzona” restaurant, an apartment in Vlora and a vehicle.
Meanwhile, another court case is ongoing against him for the sterilization concession. As part of this investigation, SPAK has imposed preventive seizure measures on a suspected undeclared apartment, three bank accounts worth around 200 thousand euros in total, 19.4% of the shares in “Gzona” and three vehicles. Investigations into both cases are ongoing.
