Bici has held important positions in Edi Rama's administration. At various times, she held the position of head of the Cadastre and then the IKMT, from where she was dismissed in January 2026, after 18 months in this position.
The Appeal Court of Criminal Appeals dismisses the complaint/The measures against Balluk remain in force
The Special Appeal in the GJKKO rejected the request of MP Belinda Balluku to lift the measure of "suspension from duty", despite the defense's claim that the measure has lost its effect because she no longer exercises government functions.
The same request was previously rejected by the Special Court, by a decision of Judge Erion Çela.
The suspension measure was imposed on November 19, during the period when Balluku held the position of Deputy Prime Minister and Minister of Infrastructure and Energy.
Balluku faces charges of violating equality in tenders and has been named as a defendant in connection with the construction of the Llogara tunnel. The investigations also include seven lots of the Grand Ring Road, as well as suspicions over three other tender procedures.

On the afternoon of March 31, 2026, two days before the vote, Mirela Kumbaro met at the ministry with the 4 members of the board of the University of Shkodra: Ema Kristo, Ermir Repaj, Genc Spahia and Kristian Preçetaj, who were appointed by the Ministry of Education and are directly subordinate to the minister.
She ordered them to prepare the ground and vote for the position of administrator, the thief and pensioner Mark Molla, the most suitable person to steal state funds and financial income at the State University of Shkodra.
The four board members, representatives of the Ministry of Education, with the power of a majority vote, ignored the criterion of conviction by a final court decision, to pave the way for the proposal, election and appointment of the thief Mark Molla, sentenced to 8 years in prison for theft in his previous duties.
