Ylli Pango, ex Ministro della Cultura e dello Sport nel governo del DP, si è presentato oggi al GJKKO, dove si terrà la prossima udienza con gli imputati, l'ex Primo Ministro Sali Berisha, suo genero Jamarbër Malltezi e altre persone, in merito al cosiddetto caso "Partizani".
Nella sua testimonianza davanti al GJKKO, Pango ha affermato di non ricordare come si sia svolto il processo relativo alla privatizzazione dell'ex complesso Partizani, dove Malltezi, insieme all'imprenditore Fatmir Bekteshi, costruì in seguito 19 torri.
Interpellato da SPAK sulle procedure per la modifica della legge che ha portato alla privatizzazione dell'ex complesso, Pango ha affermato di non ricordare i dettagli perché all'epoca non si svolgevano eventi negli impianti sportivi e la priorità era il turismo.
A Pango è stato anche chiesto se conoscesse Afrim Tola, che nel fascicolo della SPAK risulta essere stato uno dei membri della Commissione istituita per valutare la società polisportiva Partizan. Nonostante le numerose domande poste dai procuratori della SPAK, Pango ha affermato di non ricordare il nome di Afrim Tola. Interrogato dalla SPAK in merito a una lettera inviatagli dalla sua ex subordinata, Violeta Shqevi, nella quale si affermava che il campo da basket e molte altre proprietà erano state occupate con la forza, Pango ha ribadito di non ricordare nulla di quanto accaduto 18 anni prima.
" La SPAK mi ha segnalato questa lettera, non nego che sia stata scritta, il direttore non l'ha redatta in qualità di esperto in legislazione giuridica, ogni ministro sa che i beni dovrebbero essere controllati dal Ministero dell'Economia, in una delle riunioni di governo si è discusso della privatizzazione delle proprietà, ho richiesto il trasferimento dei beni alla nostra giurisdizione, non eravamo proprietari degli impianti sportivi ", ha detto Pango.
Nella sua testimonianza, rispondendo alle domande di procuratori e avvocati, Pango ha affermato di non essere contrario alla privatizzazione, ma di essere contrario al cambio di destinazione d'uso dell'ex complesso Partizani.

Ylli Pango: Jo, duhet të vras mendjen që ta kujtoj.
Prokurorja: Më 14 prill 2008, Shqevi ju njofton me shkresë se fusha e basketbollit dhe shumë prona të tjera ishin zënë me forcë. Ju kujtohet kjo shkresë dhe çfarë është bërë më pas?
Pango: SPAK ma vuri ne dukje këtë shkrese, nuk e mohoj se e ka shkruajtur, drejtoresha nuk e ka bërë si njohëse e legjislacionit të jurisprudencës, çdo ministër e di qe asetet duhet të kontrollohen nga ministria e Ekonomisë, në një nga mbledhjet e qeverisë janë bërë për privatizimin e pronave, kam kërkuar kalimin e aseteve në juridiksionin tonë, ne për objektet sportive nuk kishim pronësi
Prokurorja: Ju e njihni anën juridike?
Pango: Unë jam autor i shumë librave dhe deputet i kuvendit. Nuk mbaj mend çfarë kam bere 18 vjet me pare?
Prokurorja: Kur keni qenë ministër?
Pango: Mars 2007-mars 2009.
Prokurorja: Klubi shumë sportësh ka kaluar në 2003 te MKRS. A ishte e regjistruar apo e keni kryer ju?
Pango: Kjo histori daton 18 vjet me parë, unë jam autor ‘libri për kujtesën’, është e vështirë të mbash mend dokumente nëse s’ka ndonjë shkak të madh për ta mbajtur mend. Falënderoj median, që bazuar në dokumente më kanë rifreskuar kujtesën. Dëshmia ime ka mbingarkesa nga informacionet e mediave, unë nuk flas me rezerva, por s’mbaj mend saktësisht çdo gjë.
Prokurorja: Pra, nuk e morët në administrim?
Ylli Pango: Nuk u mor si pronë, pasi ishte e zaptuar.
Prokurorja: Ka qenë apo jo i regjistruar në pronësi të Ministrisë?
Ylli Pango: Nuk e mbaj mend, nuk kam asnjë dokument. Ka pasur shumë dokumente që lexoja. Nuk më ka shqetësuar asgjë lidhur me sportet në atë kohë, nuk kishte ngjarje që lidhen me terrenet sportive. Ne kishim emergjencë turizmin. Nuk kemi pasur probleme me sportet. Kompetencë kishim turizmin, ndërsa me sportet merreshin federatat. Sportet ishin të pavarura.
Prokurorja: Në një shkresë të datës 8 maj 2007, i jeni drejtuar qeverisë për ndryshimin e ligjit të sportit, duke parashikuar dhënien me koncesion pa ndryshim destinacioni. Pse e vlerësuat të nevojshëm këtë ndryshim ligjor?
Ylli Pango: Nuk e mbaj mend. Në të gjithë botën objektet sportive, nëse jepen me koncesion, i bëjnë nder vendit, sepse shteti nuk ka qenë aq i fuqishëm sa të ndërtonte apo rindërtonte stadiumet.
Prokurorja: Familja Begeja dhe disa familje të tjera ju kanë paraqitur kërkesë për privatizim. Keni marrë ndonjë vendim?
Ylli Pango : Maybe it exists as documentation. I am in favor of privatization, we must respect the owners. The request is proven with documents. My consent is legally null, even if I said "yes". I could not prevent privatization, because this was a priority. I gave my consent because Genc Ruli asked me to.
Prosecutor : Since the law on concessions was approved, how did you give consent for privatization?
Ylli Pango : Concessions and the involvement of the private sector are legal, they are provided for in the law.
Prosecutor : Where is it foreseen?
Ylli Pango : On the law on concessions, public services and infrastructure. The amendment includes the concessions section, but does not exclude the private sector.
Prosecutor : In June 2008, you submitted an amendment to the sports law, which included privatization. Why was there a need to change the law?
Ylli Pango : I proposed privatization, there is no contradiction. I have also discussed this with the judicial police officers and SPAK. This initiative was not taken by me, because I was not concerned about any issue of sports facilities. Logically, I say that it was a government initiative within the framework of privatization.
Prosecutor : Did you participate in the government meeting?
Ylli Pango : No, I did not participate.
Prosecutor : You have requested a reduction in investment funds for sports. Why?
Ylli Pango : No, I can't remember.
Klodiana Gjyzari : You say in the report that the condition of not changing the destination was essential. Did the 2008 change change this?
Ylli Pango : We take the laws from developed countries. The state no longer maintains these facilities. Concessions develop them, but the destination must be preserved and I have defended this principle.
Klodiana Gjyzari : Have you ever spoken to Mr. Berisha about Partizan?
Ylli Pango: I don't remember if we ever talked.
Jamarbër Malltezi: Are you aware that it has been listed as an occupied object since 2003?
Ylli Pango: I don't remember. I was the dean at the time.
