Suspicions were first raised when Tom, 62, invited her to the set of Mission: Impossible 8 in Oxfordshire.
"Tom invited Victoria to watch the movie for the whole day and that's not something he does for his casual friends," said his team.
Noting the pair's 35-year age difference, the source continued: "It might have seemed impossible for them to become anything more than friends, but they're pretty much inseparable."
