Economic Growth Plan, EU launches 61 million euro pre-financing for Kosovo

Following the ratification by the Kosovo Assembly of the agreements related to the European Union Growth Plan and the submission of documentation by the Government, the European Commission has started the transfer of pre-financing of EUR 61.8 million to Kosovo through the Reform and Growth Instrument. This financing constitutes 7 percent of the total amount of EUR 882.6 million available until the end of 2027.

According to the Office of the Prime Minister, these funds will support the implementation of the Reform Agenda and infrastructure projects supported by the Western Balkans Investment Framework. Of the total amount, 28.74 million euros have been transferred as loans to the Kosovo budget, while the remaining 33.04 million euros (17.73 million grants and 15.31 million loans) will be channeled through the WBIF.

Kosovo has committed to implementing 111 reform steps in areas such as the rule of law, governance, economic development, green and digital transitions, and human capital. Each step is linked to a specific financial allocation.

The disbursement of funds will be made progressively, depending on the fulfillment of the agreed reforms. In case of failure to implement them within the deadlines, the relevant funds will not be released. The first deadline includes 13 reform steps worth 90.8 million euros, which are expected to be fulfilled by June 30, 2026. Meanwhile, by the end of the year, the implementation of 27 other steps worth 165.9 million euros is expected.

The acting EU Head of Mission in Kosovo, Eva Palatova, emphasized that the EU supports Kosovo in the integration process, considering the Economic Growth Plan as an opportunity to accelerate reforms and bring the economy closer to the European common market.

The Prime Minister of Kosovo, Albin Kurti, stated that the country is committed to the timely implementation of the Reform Agenda and to making maximum use of the opportunities offered by this plan, acknowledging that although there have been delays, the fulfillment of the objectives remains achievable.

The European Union remains Kosovo's largest donor, with over €3.7 billion in grants since 1999 and an additional €421 million currently available through the Instrument for Pre-Accession Assistance (IPA). Through the Economic Growth Plan, the EU continues to support Kosovo's reforms and progress towards European integration.
