
The new Parliament of Albania was constituted in the session of September 12, where the deputies were sworn in and officially received their mandates.
But in this session, mandates were given to 136 out of 140 members of the Assembly, as 4 of them were absent. Based on the Assembly's regulations, when a deputy is absent from the first session, he takes the oath in the next session, which happened today.
Thus, Albana Vokshi, Fatmir Mediu and Oerd Bylykbashi were sworn in, officially receiving their mandates as MPs. Meanwhile, Jozefina Topalli was not present at the session again. In this way, Topalli is the only legislator who has not received her mandate as MP so far. She was part of the closed list of the Democrats and their allies in the Tirana District.
Topalli was an MP until 2017, when Lulzim Basha, then leader of the Democratic Party, decided not to include her on the opposition candidate lists. In the 2021 elections, Topalli attempted to win the MP's mandate by running with a political force she founded, but failed.
With the return of Sali Berisha as leader of the Democratic Party, Jozefina Topalli was included in the safe lists of candidates for MP.
