Albania appoints its first Artificial Intelligence Minister, Diella, to handle government contracts and combat the country's endemic corruption...
Hidden on the shores of the Adriatic Sea in Southeast Europe with stunning mountain ranges and its own riviera, Albania hasn't been in the news much on a continent experiencing war and geopolitical tensions, that is, until now.
Last week, it became the first country in the world to appoint an artificial intelligence (AI) program as a full-fledged Minister in the country's government. This immediately attracted the attention of the global media.
Speaking at the Socialist Party Assembly on September 11, Albanian Prime Minister Edi Rama announced that the artificial intelligence program, Diella, would be responsible for overseeing all government procurement contracts.
Diella, which means "sunbeams" in Albanian and is practically represented as an Albanian lady in a traditional dress, has been described by Rama as a panacea for the bribery scandals that have affected the country.
What does this mean?
The virtual minister would ultimately handle all government procurement decisions, ensuring that “the tender process is 100 percent transparent,” Rama said, as quoted by various media reports.
All of this makes for great news headlines, which is why they started trending on social media platforms.
Would this turn out to be just an exaggerated advertisement without any substance?
To find out, it is important to investigate the context and history behind the Sun's announcement.
The AI platform is not new and was built on Azure OpenAI and Microsoft AI models by the Albanian National Agency for Information Society (AKSHI), known as the National Agency for Information Society.
Launched in January of this year, the Diella platform powers the country's e-Albania platform, which allows citizens to digitally access almost all government services.
Why corruption is a problem
Albania has a long history of corruption, particularly in government procurement, and this has been one of the main obstacles to the country's entry into the European Union (EU).
Rama won elections last year on a promise to join the EU by 2030, and for this reason, eliminating corruption has been at the top of his agenda.
The government has been trying to fight corruption in recent years, and the results are starting to show. According to Transparency International, Albania scored 42 out of 100 on the agency's Corruption Perceptions Index (CPI) in 2024.

Pas zgjedhjes së tij, Rama tha se inteligjenca artificiale ishte një mjet për të zhdukur korrupsionin dhe për të rritur transparencën.
Rama ka pohuar se Diella do të eliminonte ryshfetin dhe do të rriste transparencën në funksionimin e qeverisë.
Sipas tij, vendimet për tenderët, të cilat më parë merreshin nga ministri të ndryshme, do të transferoheshin gradualisht te Diella në një shpërndarje graduale.
Ai tha gjithashtu se ministri virtual do të kishte të drejtën të “punësonte talente [për Shqipërinë] nga e gjithë bota”.
A do të ndihmojë ministri i parë virtual në botë në eliminimin e korrupsionit dhe cila është arsyeja e dukshme pas “emërimit” të tij që në fillim?
Për t'iu përgjigjur kësaj pyetjeje, është e rëndësishme të pranohet se deklarata për Diellën përfshinte pak menaxhim mediatik ose atë që njihet si një njoftim që tërheq vëmendjen e mediave.
Shërbime më të thjeshta
E zhveshur nga hiperbolat, Shqipëria po kërkon të përdorë inteligjencën artificiale për të përmirësuar shërbimet qeveritare, jo vetëm në pjesën e përparme (domethënë, shërbimet për qytetarët), por edhe në atë prapavijë dhe, gjatë këtij procesi, të trajtojë çështjen e korrupsionit.
Në këtë drejtim, Shqipëria u bashkohet shumë kombeve të tjera që po përdorin inteligjencën artificiale për të përmirësuar funksionimin e qeverisë dhe për të ofruar shërbime më të mira për qytetarët e saj.
Për shembull, Emiratet e Bashkuara Arabe (EBA) po përdorin inteligjencën artificiale për të përmirësuar performancën e qeverisë në të gjitha nivelet.
Strategjia e Emirateve të Bashkuara Arabe për Inteligjencën Artificiale 2031 përfshin tetë objektiva kryesore të cilat së bashku synojnë të ndërtojnë pozicionin e Emirateve të Bashkuara Arabe si një qendër globale për IA-në.
Estonia ka dixhitalizuar 100 përqind të shërbimeve të saj qeveritare , ndërsa Ukraina ka lançuar agjentin e parë qeveritar të inteligjencës artificiale në botë .
Politika e Singaporit "Smart Nation 2.0" synon të përdorë inteligjencën artificiale për të përmirësuar ofrimin e shërbimeve qeveritare dhe për të ofruar shërbime transparente për qytetarët.
Është e qartë se përdorimi i inteligjencës artificiale përmirëson ofrimin e shërbimeve qeveritare dhe ka shembuj të panumërt.

Studimet kanë treguar se një partneritet i ekuilibruar njeri-IA është i nevojshëm për të krijuar sisteme më efikase, më të përgjegjshme dhe më të përgjegjshme të administratës publike.

Ultimately, even the best AI systems in the world are extremely vulnerable to data manipulation, hacking, and intrusion.
The Albanian government will need to improve overall governance by building checks and balances into the system if it truly wants to fully benefit from having an AI program to make decisions impartially on public procurement without fear or favoritism.
If Rama manages to use his AI minister to eradicate corruption and increase transparency in government, this will begin a new chapter in using technology to provide better services to citizens.
