The Freedom Party has published a letter that Tedi Blushi addressed to the Director General of Prisons, Klevis Qosja, expressing concern regarding the restriction of the right to meetings and telephone conversations with the detainee Ilir Metaj, President of the Freedom Party. Metaj's Party considers the restriction of these rights illegal, emphasizing that these are arbitrary and repressive forms, imposed without warning and in violation of the law on the rights of detainees.

Blushi emphasizes that this measure, in addition to violating the law and the Constitution, also violates the European Convention on Human Rights and aims to hinder the political and opposition activity of the Freedom Party, which is the third political force in the country.

The complaint states that on December 18, 2024, SPAK approved Blushi's meetings with Metaj in the detention facilities, but the administration of the IEPV "Jordan Misja" has denied these meetings several times, blocking even MPs and MEPs who legally have the right to meet with the detainee without prior authorization from the prosecutor.

The Freedom Party demands the restoration of communication with Ilir Metaj and the prohibition of any further repressive measures that have no legal basis.

The Ministry of Justice, the head of SPAK, and the Parliamentary Committee for Legal Affairs and Human Rights have also been notified of this issue.

Dear Mr. Qosja,

Arbitrarily, without any prior notice, in violation of Law No. 81/2020 “On the rights and treatment of prisoners and detainees”, as well as in violation of Decision No. 209, dated 6.4.2022 “On the approval of the general prison regulation”, as of July 1, 2025, the President of the Freedom Party, Mr. Ilir Metaj, has had his legal right to conduct telephone conversations with the Secretary General of the Freedom Party, Mr. Tedi Blushi, restricted.

This unjustified, unnecessary and unsubstantiated repressive measure, in total violation of the law, was imposed without any explanation or transparency by the administration of the IEPV "Jordan Misja" even though I have strictly respected all legal provisions for registering my phone number.

Considering that this repressive measure is a flagrant violation of the law, the Constitution, and the European Convention on Human Rights, with serious consequences in deliberately hindering the political and opposition activity of the Freedom Party, the second opposition party and the third political force in the country, I request the immediate restoration of the telephone connection with the President of the Freedom Party, Mr. Ilir Metaj, who is detained at the IEPV "Jordan Misja".

I would also like to remind you that in implementation of the decision, dated December 18, 2024, of the prosecutors of the Special Prosecution Office against Corruption and Organized Crime, SPAK, Mr. Sotir Kllapi and Mr. Arben Kraja, my request to meet with Mr. Ilir Meta, detained in the premises of the IEPV "Jordan Misja", has been approved.

Based on legal provisions, I request that you implement this decision and allow me to meet with Mr. Metaj, excluding and calculating my meetings in the capacity of Secretary General of the Freedom Party, with meetings with his family relatives.

I would like to inform you that even though I have special permission from SPAK to meet with Mr. Metaj, this right has been denied to me several times by the administration of the IEPV "Jordan Misja", which has also violated the law by not allowing MPs from the Freedom Party, but also MPs and MEPs to meet with Mr. Metaj even though the law gives them this right without prior authorization from the prosecutor.

With the belief that my legal request-complaint will be accepted by you, putting an end to such prohibitive and repressive measures that have no legal reference, we await your response.
