The Director of the Albanian Post Office has involved the state structure in an action prohibited by the Electoral Code. 25% of the diaspora envelopes have been diverted by DHL. SPAK has a legal obligation to act...

In the May 11 elections, while Albanians were being told about transparency, equality, and a free vote, a government structure such as the Albanian Post Office was actively involved in the diaspora vote control scheme, in direct violation of the Electoral Code.

The involvement of the Post Office has already been publicly acknowledged by the CEC chairman himself, Ilirjan Celibashi , who said that it was used to send and return several hundred envelopes. But the real data speaks of around 50 thousand envelopes processed outside any legal basis, most of which came from Greece and Italy.

According to Article 25/1 of the Electoral Code , Albanian voters abroad must send their envelopes only through a private postal service contracted by the CEC. Any involvement of a state structure such as the Albanian Post Office is prohibited by law.

The CEC had contracted DHL for an amount of around 11 million euros to perform this service. But 25% of the envelopes were diverted from DHL to the State Post Office, with full knowledge and close cooperation between:

-The Director of the Albanian Post Office, Ardit Demiri, former chairman of the Elbasan Socialist Party;
-The Chairman of the Central Election Commission, Ilirjan Celibashi, proposed by Rama himself as his former minister;
-Qirjako Koçollari, owner of DHL in Albania, with long-standing connections in the government;
-And according to internal sources, in coordination with the cabinet of Prime Minister Edi Rama.

This electoral crime is documented and now requires criminal investigation, as:

-The Albanian Post does not have a contract with the CEC;
-It has not been a subcontractor of DHL;
-It is a public institution and is prohibited from being involved in the electoral process of the diaspora vote;
-The Director Ardit Demiri is legally prohibited from accepting or sending electoral envelopes.
More serious is the fact that in the office secretly set up within the Post, for the management of envelopes, Pandeli Majko's son was appointed as responsible, but he was removed 10 days before the elections and replaced by an experienced "master".

This is one of the most flagrant cases of government interference in the electoral process, involving state structures, open violations of the law, manipulation of the diaspora vote, and institutional silence.

Ilirjan Celibashi publicly stated that he would seek clarification from DHL, but did not mention any obligation to file criminal charges against the Post's managers, or to notify SPAK.

Now it is SPAK's turn: to act primarily to investigate:

-The involvement of the Albanian Post in an action prohibited by the Electoral Code;
-The responsibility of Ardit Demir as director of the public institution;
-The collaboration with DHL to divert envelopes and manipulate the diaspora vote;
-The direct role of the Prime Minister's office in this organized scheme.
This is not simply an abuse of a technical procedure. This is state manipulation of part of the electoral process. And the punishment of this act is real proof of whether SPAK dares to go beyond the facade and strike at the core of the structure that controls elections in Albania./ Pamphlet
