Adnan Xholi stated that the Special Prosecution Office is currently in an important phase of consolidation where the implementation of the institution's strategies is directly related to the uncompromising fight against corruption of senior officials and organized crime.

Xholi said that the prosecutors will have his support regardless of today's vote.  

"Each of them is a potential candidate to lead that structure, I said above not for subjective reasons, but because of the results they have achieved, who thanks to their personal commitment have achieved concrete results in the fight against crime. I take this opportunity to express my maximum support. I am proud to work with them and will support them in every situation of the institution's activity regardless of the vote today. We work with each other and they are my family in the justice system. I stay with them more than with my biological family," said Xholi.

We recall that he is giving an interview to members of the KLP, who will decide the new head of SPAK.

Adnan Xholi was the first among the 4 candidates in the race for head of SPAK to appear before the members of the KLP, initially providing an overview of his work experience.

The uncompromising fight against corruption and organized crime has been described as one of the main priorities by Xholi, while he added that the protection of prosecutors and the institution is also very important.

"It was a privilege to apply for this position. I meet all the established criteria. We have achieved unquestionable success, but the time has come for quality investigations that will lead to the identification, seizure and confiscation of criminal assets," said Xholi, who described SPAK as his 'second family', explaining that he spends more time with his fellow prosecutors than with his biological family.

The candidate for head of SPAK requested maximum attention from all institutions in the fight against organized crime, while emphasizing the need for rapid investigations and the presentation of irrefutable evidence in Court.

"SPAK is in an important period of consolidation where the implementation of the institution's strategies is directly related to the uncompromising fight against corruption of senior officials and organized crime.

I appreciate all the candidates and regardless of today's result, I will support them in their work.

"We work with each other and they are my family in the justice system. I spend more time with them than with my biological family," he said.

With 27 years of experience in the prosecution body, Xholi said that he started from a basic role to the highest management functions in the Albanian Prosecution system.

"I have led several investigations across a wide range, both into corruption and organized crime," said Xholi.

He said he is the leader of 5 joint investigative teams with European Union countries and the United Kingdom.

"I have investigated issues related to international drug trafficking, I have faced high-risk subjects, and the investigations have led to the seizure and subsequent confiscation of assets of criminal groups," said Xholi.

He said that the success of every prosecutor is measured in court and not by the number of people he arrests or the proceedings he initiates.

There are four candidates in the race: Klodian Braho, Doloreza Musabelliu, Adnan Xholi and Elvin Gokaj. As planned, at 09:00, hearings with each of them began. According to the KLP, the interviews will be conducted in alphabetical order, and each candidate will be interviewed for 45 minutes.

The US representative, Van Horn, and the EU ambassador, Silvio Gonzato, are absent from the hearing.

After the sessions, a vote is expected to take place, where the candidate who receives the most votes will be declared the winner. The race for the leadership of SPAK has aroused high interest, due to the importance of this institution in investigating high-level corruption and the sensitive files it holds.

"On the eve of tomorrow's election of the new head of SPAK, where Ambassador Gonzato will be present together with the ambassadors of EU member states, he expressed confidence that the members of the KLP will show the highest level of accountability and will ensure that the Special Prosecution Office is led by a person of unquestionable integrity, independent, professional and committed to the best EU standards," the EU embassy announced.

Today, the new head of SPAK, the Special Anti-Corruption Structure, will be elected.

Adnan Xholi has arrived at the KLP and will be the first candidate in the race for the new head of SPAK to give his interview, which will also be monitored by internationals.

The High Prosecutorial Council meets today at 09:00 to elect the new head of SPAK, while Altin Dumani's mandate ends on December 18. The process will take place in a meeting open to the media, where the four candidates will present their platforms to KLP members, representatives of institutions and international partners.

Four SPAK prosecutors are in the running: Adnan Xholi, Klodian Braho, Elvin Gogaj and Doloreza Musabelliu, the latter the first woman to head the Special Prosecution Office. All candidates have extensive experience in investigating corruption and organized crime.

Xholi is known for his organized crime files and the investigation of the assassination of prosecutor Ndoja. Braho has led sensational cases such as incinerators and the “Toyota Auris”. Gogaj is the author of the investigations against former minister Ahmetaj and abuses in public tenders. Musabelliu has been part of the investigation of the “Golden Bullet” and the Lushnja massacre.

The new head of SPAK will be elected by a majority vote of the KLP, in a process that international partners demand to be fair and transparent.

International expectations

Today's development has also received special attention from international partners. The European Union Ambassador to Tirana, Silvio Gonzato, during a meeting with members of the High Judicial Council and the High Prosecutorial Council, stressed the importance of the process and the need for maximum integrity.

He expressed confidence that the KLP will show high accountability and ensure that SPAK is led by an independent, professional person committed to the standards required by the EU.

The British Embassy also reacted through an official statement on social media, calling the election of the head of SPAK “an important step in strengthening the rule of law and the fight against corruption.” The British Embassy emphasized that the process should be “free, fair and transparent,” while adding that it expects to cooperate with any of the contenders who will take the position.

There have also been reactions on the political scene. The leader of the Democratic Party, Sali Berisha, who on December 1st appeared before SPAK in application of the “compulsory appearance” measure in the “Partizani” case, commented on the process of selecting the new leader. Asked by journalists whether he would recognize the leader who will be elected this month, Berisha said that he hopes that he “will not be caught in a crime,” adding that he respects every institution that enforces the law.

The High Prosecutorial Council will hold one of the most important meetings of the year this Thursday, December 11, 2025, to elect the new head of the Special Prosecution Office against Corruption and Organized Crime (SPAK).

The process begins at 09:00, with the interviewing of four candidates competing for the highest position in the special structure.

Meanwhile, US representatives have arrived at the meeting and will monitor the process.

In alphabetical order, Adnan Xholi, Doloreza Musabelliu, Elvin Gokaj and Klodian Braho (read more about the four candidates) will appear before the members of the KLP. Each of them will have the opportunity to present the vision and platform of the leadership of SPAK, and then they will answer questions from the members of the Council, as provided for by official procedures.

After the interviews are completed, the KLP will proceed to a vote to select the new SPAK leader, who is elected by a majority vote of the members present. At least seven members of the Council must be present for the meeting to proceed.

Altin Dumani's successor, takes office on December 19

The name that will replace the current leader, Altin Duman, is expected to be announced within today. However, the official assumption of office will take place on December 19, 2025, the date on which the ceremony of handing over powers will also take place through a public appearance for the media.

The new head of SPAK will have the authority to appoint the heads of the two main sections: Corruption and Organized Crime and Terrorism. Currently, the head of the Corruption section is Klodian Braho, while the head of the Organized Crime section and deputy head of SPAK is Adnan Xholi. The new head will also select the coordinator of foreign relations, a position currently held by prosecutor Dorina Bejko.

Today's KLP meeting is expected to take place with "strict" monitoring by diplomats and representatives of some of the missions or structures that monitor the work of SPAK.

The KLP is expected to appoint the new head of the Special Prosecution Office today, while Altin Dumani's mandate as head of SPAK officially ends on December 18.

There are 4 candidates in the race for the head of SPAK: Adnan Xholi, Doloreza Musabellium, Elvin Gokaj and Klodian Braho.

Each candidate will have 45 minutes to present their leadership platform, but also to answer questions from the KLP members.

At the end of this process, the members of the High Prosecutorial Council will vote for the leader, who is elected by a simple majority of votes. This is the first time that 4 candidates participate in the race for the head of SPAK. In the case of Dumani's election, there were 3 candidates in the race, one of whom was Adnan Xholi, who will now aim to take over the leadership of SPAK, while for 3 years he led the section on the fight against organized crime.

Today's KLP meeting is expected to be held with "strict" monitoring by diplomats and representatives of some of the missions or structures that monitor the work of SPAK. Three years ago, it was the Americans who monitored the process, while this year there is an increased interest not only from the EU mission, but also from individual European Union member countries.

In addition to representatives from the US, UK and EU embassies, the KLP meeting is expected to be monitored by representatives from the German, Italian, French and Netherlands embassies.

The EU Delegation in Tirana and the UK Embassy called for today's competition to be conducted in a fair and transparent manner. Through their reactions, they demand the selection of an independent, professional and committed leader to the highest standards.

A day earlier, the US praised the work of Altin Dumani after a meeting with State Department official, Deputy Director for West Central European Affairs, Lyn Debevoise.

The US praised Duman's work in the fight against crime and corruption, emphasizing that he set the standard for cooperation between the two countries.

Altin Dumani was elected head of SPAK on December 18, 2022 and is the second prosecutor to head SPAK since the establishment of the Special Structure, after Arben Kraja. The chief prosecutor's mandate is 3 years and without the right to re-election.

In the event that two or more candidates receive an equal number of votes, the Council, with the participation of all members present, conducts a second vote between the candidates with an equal number of votes.
