After the return of the special "41 Biss" regime, the Prisons are expected to place 27 high-risk individuals in strict isolation.
Laert Haxhiu, Redian Rraja, Lulzim Berisha, Leonard Duka, Gjergj Cukali and other well-known names in the criminal world are expected to be subjected to the special "41 Biss" regime, following the return of extreme security measures in Albanian prisons.
It is learned that a list of 27 convicts and high-risk individuals has been drawn up, who are expected to be placed in this isolation regime in the institutions where they are currently serving their sentences.
The preliminary list also includes Indrit Shaqja, Gëzim Guri, Bledar Selmanaj, Miklovan Parubi, Plarent Dervishaj, Femi Memziu, Bujar Shega, as well as the Hoxhaosmani brothers.
The return of the "41/bis" regime comes after the Italian anti-mafia report revealed that crime bosses in Albania have not been truly isolated. According to Italian authorities, convicted criminals continue to run criminal activities even from prison.
Why are they isolating themselves?
According to information circulating in security circles, the involvement of some of them is related to recent incidents or suspicions of criminal communications and activity from prison premises.
For Safet Bajri, the measure is related to the reported incident with the drone, while Gjergj Cukali's name has been rumored after the latest Appeals decision.
Meanwhile, Miklovan Parubi is mentioned after the case of finding narcotics in Burrel prison, while several others are suspected of using mobile phones and unauthorized communications from detention facilities.
What does the “41 Biss” regime provide?
The "41 Biss" regime, inspired by the Italian anti-mafia model, is considered one of the strongest forms of isolation in prisons.
It foresees strict controls, constant monitoring, extreme restriction of contacts and strong separation from other prisoners, with the aim of cutting off any possible links with criminal groups outside the prison.
Prison authorities are expected to implement this regime in several prisons in the country, strengthening security measures against persons considered high-risk and influential in the criminal world.
The case of Sabah Nuzi
Today, the news was made public that Sabah Nuzi, accused of being the executioner of 22-year-old Klevis Lleshi, became part of this regime. Investigations have raised suspicions that Nuzi acted as part of Aurel Hoxha's criminal group and had the role of executioner in the murder that is suspected of being committed for 50 thousand euros.
The reopening and expansion of the “41 Biss” regime is being considered a strong move in this sector. The authorities aim to establish maximum control and crack down on the influence of organized crime even inside prison cells.
