The Inspectorate of Territorial Protection continued today with the demolition of the Copacabana beach bar in Saranda. This construction is suspected to have been built without a permit and financed by criminal groups, corrupting the Saranda police.

The lawyer for the owners of the entity claims that the beach station in the Çuka Channel was built with permission from the KKRRT.

The registered owner, Arjola Dhrami Bajo, is still wanted for illegal construction.

The property that was allegedly taken by force by the criminal group belonged to Isuf Jaçaj, who was killed with TNT in 2025. A beach bar was being built there without a permit, intended to be operational during the tourist season.

Dismantling of the police dome in Saranda

According to the police, the property where the works were being carried out turned out to have been in the name of Isuf Jaçaj, who was killed after his vehicle was detonated with TNT in October 2025.

Investigators suspect that a criminal group based in Kamëz, which is also being investigated for involvement in other criminal events in Saranda, is behind the assassination. According to suspicions, the property was forcibly taken by this group, while a beach bar was being built there, intended to open during the tourist season.

The investigation is also focused on suspicions of corruption within local police structures. It is suspected that bribes were given to police leaders in Saranda to allow the construction without a permit. For this reason, the Police Supervision Agency has detained the head of the Saranda Police Station and three of his subordinates, who are accused of abuse of office and involvement in the scheme that allowed the construction to continue.

Also, the head of the Section for the Investigation of Major Crimes at the Saranda Police Station, Commissioner Blerim Tafçiu, was suspended after he failed to appear for questioning by the AMP during the investigations.

Names of the arrested police officers: 

-Gëzim Bashllari, acting Chief of the Police Station;
-Andi Duro, specialist for crime investigation
-Ajdin Ismailaj, specialist for order
-Robert Çullaj, area specialist

Suspended from duty:

-Chief of Crimes in Saranda, Blerim Tafçiu

"Following information received by the General Directorate of the State Police about an unauthorized construction in a beach area, in neighborhood no. 1, Saranda, where illegal construction works were being carried out in a facility (composed of several structures, part of them in the water), the Vlora Local Police Directorate arrested 8 citizens who were working in this facility in flagrante delicto, and also declared a citizen who owned the beach area, on whose behalf it is suspected that the unauthorized works were being carried out.

Meanwhile, the General Directorate of the State Police notified the Police Supervision Agency and, in cooperation with the Saranda General Jurisdiction Prosecutor's Office, continued in-depth actions to hold police officers accountable for failing to carry out their duties in disallowing this construction.

After extensive actions carried out in cooperation with the AMP, the following police officers were detained:

Commissioner Gëzim Bashllari, acting Chief of the Saranda Police Station;

Deputy Commissioner Andi Duro, specialist in crime investigation;

Deputy Commissioner Ajdin Ismailaj, law enforcement specialist;

Inspector Robert Çullaj, area specialist.

These employees are under strong suspicion of committing the criminal offenses of "Abuse of office", "Committing arbitrary actions" and "Failing to take measures to end the illegal situation", these offenses committed in collaboration, not only for this case.

After the detention of these employees, the General Director of the State Police, Major General Skender Hita, immediately suspended the four police officers from duty and the Directorate of Professional Standards in the State Police has initiated procedures for their expulsion from the State Police, for the violations found, which have brought serious consequences in terms of law enforcement, territorial protection and damage to the image of the State Police.

The Director General of the State Police has also immediately suspended from duty the Head of the Section for the Investigation of Major Crimes at the Saranda Police Station, Commissioner Blerim Tafçiu, after he failed to appear for questioning during the investigative actions being carried out by the Police Supervision Agency.
