Other details have emerged from the investigation file for the police operation in Maliq, where officer Enea Mekolli was killed. The file describes how the shepherd who had denounced Violand Braçellari was used by the police to indicate the location where the wanted man was suspected of hiding.
According to the file, on the morning of June 4, 2026, the Chief of the Maliq Police Station contacted citizen AK through the “WhatsApp” application. After the meeting, he was given a mask and a T-shirt with the inscription “POLICIA”, which he put on before leaving with the officers towards the area where Braçellari was located.
In his testimony, AK indicated that five vehicles participated in the operation and that the police arrived at the scene around 06:30-07:00. According to him, the officers stopped 100 to 200 meters from the area, put on bulletproof vests, armed themselves and received instructions for the search.
The file states:
"On 04.06.2026, at around 05:00 in the morning, the Chief of the Police Station Maliq called him on the "WhatsApp" communication application and after meeting him, gave him a mask and a T-shirt like those of the police with the inscription "POLICIA", which he wore. He then set off together with the police officers to the aforementioned place, where he traveled in a vehicle, a gray-colored foristrade type. Asked about the fact of how many police vehicles he found to have participated in the operation to capture citizen Violand Braçellari, citizen AK replied that there were five vehicles, and specifically 1 (one) white "foristrade", 1 (one) gray "foristrade", 1 (one) police van, 1 (one) white Range-Rover, and 1 (one) gray "foristrade".
When asked about what time they arrived at the place where citizen Violand Braçellari was, citizen AK replied that it was around 06:30-07:00. Initially, the aforementioned vehicles stopped at a distance of 100-200 meters from the place where Violand Braçellari was and after all the police officers got out, he remembers that they were wearing bulletproof equipment and were armed with “automatic” weapons. Then, the police officers lined up and in front of them stood 4 (four) other officers, who he thinks were their leaders and gave orders on how the control would be carried out. At one point, one of them, of average build, a swarthy man, addressed the police officers with the words “No words” and ordered their organized distribution in groups of 4 (four) people. After the police officers entered for a search, he heard gunshots and the words "Hand over the weapon" and found that an officer was injured in the jaw. Then, together with the officers, he came to the premises of the Korça Local Police Directorate.
Meanwhile, part of the Police Supervision Agency's investigations is also the question of why the RENEA special forces were not notified of the operation. The Director of Korça Police, Vilson Bala, has stated that local structures had not assessed Violand Braçellari as a person of such danger that he would necessarily require the intervention of RENEA.
According to his testimony, the operational groups had gathered at around 04:30 at the premises of the Korça DVP and had split into two directions, depending on the terrain where the person being sought was suspected to be. One group would move from the Maliq-Lozhan-Bode axis, while the other group would move from the Korça-Voskopojë-Bode axis.
The file also describes the difficulties of the mountainous terrain, problems with vehicles and the movement of some of the officers on foot towards the area where the control was to be carried out. Bala stated that, while they were still at a distance from the camp, they heard automatic gunfire and ran towards the scene, where they later learned that one officer had lost his life and another had been injured.
According to the file, Bala explained that Braçellari was convicted of narcotics-related offenses, but had no previous record of using weapons against the police. For this reason, according to him, local structures had taken measures to conduct the operation without requesting RENEA's support.
The file states:
“Një grup me përbërje të të cilit ishin dy zv.drejtorat, shefi i Komisariatit të Policisë Maliq, një grup i Shqiponjave së bashku me shefin e seksionit të Shqiponjave dhe shërbimet e policisë të Komisariatit të Policisë Maliq, si dhe disa punonjës policie të seksionit të mbështetjes operacionale të DVP Korçë, do të shkonin në vendin ku ishte e dhëna për personin në kërkim, nëpërmjet aksit rrugor Maliq-Lozhan- Bode. Grupi tjetër, në përbërje të të cilit ishte ai vetë, shefi i sektorit të rendit Edmond Çela, Shefit të Komisariatit të Policisë Korçë Faik Ruko, një grup i shqiponjave dhe punonjës policie të Komisariatit Korçë, do shkonin në vendin ku dyshohej se ishte personi në kërkim, nëpërmjet aksit rrugor Korçë- Voskopojë-Bode.
Rreth orës 04:30, ai sëbashku me shërbimet e policisë, janë nisur nga DVP Korçë, në drejtimet e respektive, pasi kanë kaluar fshatin Voskopojë, rreth një kilometër, në një rrugë krejtësisht malore dhe terren të vështirë, dy nga automjetet e kishin të pamundur të vazhdonin lëvizjen. Një mjet që ata kishin në dispozicion në këtë moment, ka marrë gjysmat e punonjësve dhe i ka dërguar deri rreth 2-3 km larg vendit ku do bëhej kontrolli dhe po ky mjet është kthyer dhe i ka marrë pjesën tjetër, ku ishte ai, shefi i sektorit të rendit Edmond Çela, Shefit të Komisariatit të Policisë Korçë Faik Ruko dhe disa punonjës police. Pa shkuar tek vendi ku ishte pjesa tjetër e grupit edhe ky mjet u prish dhe e kanë lënë aty dhe kanë vazhduar ecjen në këmbë në drejtim të pjesës tjetër të grupit. Janë takuar me pjesën tjetër të grupit dhe ai dhe dy shefat e tjerë kanë dhënë instruktazhin për detyrën që do të kryenin.
Detyrat ishin të qarta, duke i ndarë në dy mini grupe për t’i vendosur në dy rrugë të ndryshme ku dyshohej se personi në kërkim mund të largohej për në pyll. Konkretishtë një rrugë ishte zbritja nga stallat drejt përroit që të çon për në fshatin Lekas dhe rruga e dytë ishtë ana e kundërt e faqjes së kodrës që të çon në drejtim të Maliqit. Në një moment kur po bënte instruktazhin, i shkon një thirrje telefonike nga zv.drejtori, me të cilin kishte komunikuar detyrat konkrete që do të kryenin në raport me situatën. Kur ata ishin tek përroi, në një distancë rreth 400-500 metër, kanë dëgjuar të shtëna automatiku dhe janë nisur me vrap në drejtim të stanit.

In the analysis of the previous actions of this citizen, there is no evidence that this person has used firearms against police officers even during previous checks carried out by the police. Also, there is no fixed standard procedure that would definitively regulate the cases when the RENEA department is notified. However, in conclusion of the analysis made, it does not result that his social dangerousness was such that it necessarily required the notification of the RENEA department. All police officers participating in the operation are police officers educated and trained in the development and capture of wanted persons. He also added that, as a police chief, he has a long career in police structures, where he has worked, has performed services for the capture of wanted persons, with police officers from local police structures, without the assistance of the RENEA department . / TCH
