
The Special Court of Appeal for Corruption and Organized Crime has decided today to overturn the decision given on March 11, 2025 for former Socialist Party MP Alqi Bllako, ordering the retrial of the case by another panel of judges.
This decision was announced by the Appeals Panel, composed of Judges Saida Dollani (presiding), Miliana Muça and Tereza Merkaj.
Bllako, former Secretary General of the Ministry of Environment and later a Socialist Party MP, was sentenced by the Criminal Court of Kosovo in March of this year to 4 years in prison, a sentence that was reduced to 2 years and 8 months after a summary trial.
SPAK had requested a sentence of 5 years in prison, converted to 3.4 years after applying the summary trial procedure, for the criminal offense of passive corruption in two episodes related to the Tirana incinerator.
According to the indictment, Bllako received around 120 thousand euros for the equipment of his father, Edmond Bllako's, brewery, as well as a payment of 7.5 million lek, disguised as an "external advisor" to Lefter Koka, but in fact linked to the incinerator companies managed by fugitive businessman Klodian Zoto. For the Elbasan incinerator, he was ultimately sentenced to 2 years and 8 months in prison; while for the Fier incinerator, the case was also returned for retrial.
