In order for the Parliament to be more productive, but also more disciplined. But in all likelihood, it is not the norming, but something else that turns the Albanian Parliament into a chamber of the word of the mind, and not of cursing the streets.
Now, the Albanian Parliament, in almost every session, is involved not only in tensions and quarrels, but the level of verbiage, namely the word, goes parallel to street slang. And here the Rules of Procedure are not at all to blame.

We have the Parliament of 1991. It was established immediately after the collapse of the communist one-party system. The Assembly had 250 deputies, more than the 100 that there are today. The political climate was very polarized and at that time, the democratic tradition was non-existent. But in that Parliament that had a short life, for a year there was never a single harsh word. The deputies, some of whom entered the hall with cobras on their belts, used the words: "Honorable, thank you," and competed with each other as to who was the most erudite and used a richer vocabulary of language and culture.
There were never any physical clashes or serious insults, even though debates and tensions were very heated, both as a result of the events and the political struggle. This tradition continued even further, but was broken after 1997.
However, more than the regulations, i.e. a written code, citizenship and humanity in the manner of public communication are regulated by the profile of the MP who is elected to the Assembly.
Where in these years, the most viral are either the gossips, or the gossips and gossips of parliamentary groups who have no "hairs on their tongues".
Who, to be honest, do not speak according to their conscience, but according to political orders, to create a situation, or to respond to this vulgar manner.
The majority, having undertaken to change the discourse in the most important hall of the Republic, must set an example to stop this serious spectacle that occurs every Thursday. The paths are of course endless, but the best way is the model it creates in the discourse, by denouncing and abandoning the alternative of cursing. Otherwise, this song will not end...
