In the final OSCE/ODIHR report on the May 11 elections, there were thousands of words that could not provide an answer as to why the parties of the PD-ASHM coalition (which included the PD, SMI, PR, PDIU, etc.) received a full 250,000 fewer votes domestically than in 2021.
It was precisely this electoral hole within the country that created the opportunity for the SP to secure a full 83 parliamentary mandates!
The diaspora votes only added 1 mandate to the socialists in the ninth in the Vlora Region (but without even starting the counting of votes from Greece). The other eight mandates that they added compared to 2021, they added with the votes here. Votes that, in fact, were reduced…
Let's unravel this 'paradox'.
Domestically, the SP received a full 34 thousand votes less on May 11 than in 2021, or 95.5% of the votes at that time. But on the other hand, the constituent parties of the PD-ASHM coalition (PD+LSI+etc.) suffered a very dramatic decline – they received almost 250 thousand votes less than in 2021, or only 66% of the votes at that time.
And this 'electoral hole' of the PD+LSI+etc was deep in every district. However, the depth varied from district to district (the table below illustrates the depth of the 'hole' in each district).
In districts like Kukës, Durrës and Lezha, where the 'hole' of PD+LSI+etc was not that deep, the SP was unable to add any mandates (in Tirana it was helped by the fact that, due to demographic changes, the district gained a mandate from Korça District).
Meanwhile, in districts like Fier, Elbasan, Shkodra and Dibra, the 'holes' of the PD+LSI+etc were so deep that they created the opportunity for the SP to add 7 mandates (with almost the same votes here as in 2021). Even in the districts of Gjirokastër, Korçë and Berat, the 'holes' of the PD+LSI+etc were deep, but they simply helped cement the mandates that the SP had secured since 2021 there.
