The government has revised this year's budget for the third time. The changes affect almost all institutions. Some of them underwent significant structural changes in early September with the formation of the "Rama 4" government.

"Following the general elections of May 11, 2025 and the changes in the new cabinet of the Council of Ministers, the areas of functional responsibility of line ministries were also reviewed. In these conditions, an immediate need arose for the early revision of the 2025 budget law, with the main focus on the redistribution of budgetary funds according to the new reorganization of ministries."

Thus, out of over 56 billion lek available as Minister of Economy, Culture and Innovation, Delina Ibrahimaj will now have 47.3 billion lek in funds for Economy and Innovation alone.

Nearly 3 billion lek has been made available to the Ministry of Environment, which was separated from tourism, while Blendi Gonxhja, now in charge of Tourism, Culture and Sports, will have just under 7 billion lek available. The Ministry of Defense, the Presidency and the Prime Minister's Office will also have less money available by the end of the year.

"In other programs, about 50 million lek for the program "Support for industry and support for natural resources". The National Agency for the Information Society, about 1.6 billion lek additional for computer systems, within the framework of the project with the World Bank and projects with the Oracle company. The State Information Service, about 555.5 million lek additional for the purchase of systems".

Another argument used by the Ministry of Finance in the accompanying report is the need to increase the fund for the year-end bonus, which will be 97 million euros from the previous 37.5.

The end-of-year bonus that seniors and other beneficiary categories will receive will be more than 5 thousand lek. With the government tripling the fund for the end-of-year bonus, it is expected that the same formula as in 2024 will be used for its distribution. Thus, over 515 individuals who receive a pension of up to 20 thousand lek will benefit from the 15 thousand lek bonus. The rest, who receive over 20 thousand lek, will benefit from an additional 10 thousand lek.

"The year-end bonus for pensioners, which has consistently marked an increase in frequency, as well as an increasing trend in the amount of the benefit, always focuses on improving the level of meeting the needs of the vulnerable category of pensioners, creating certainty in the expectations of this group of about 756 thousand pensioners, in addition to their increased confidence in an attentive and supportive approach by the government."

Meanwhile, within 2029, the minimum pension is expected to double. From about 10 thousand lek currently, the monthly payment for the elderly and all categories of pension beneficiaries will be at least 20 thousand lek. The government also aims to double the average pension in the next four years. From about 200 euros currently, it is expected to become 400 euros. 

For the rest of the year, the Ministry of Agriculture, the Interior, the Defense, the Health, and the Justice will have more money available. Also, SPAK and the Albanian Development Fund have received additional funds. The Ministry of Infrastructure and Energy, together with E-Government, are the institutions with the largest increase in funds. The first one will go to Albcontrol after the latter's funds, while the second one will go to "Diella" along with other government projects.

"The proposed changes in this normative act will continue to guarantee the downward trajectory of the level of public debt in relation to GDP, in accordance with the fiscal rule set out in the organic budget law, thus ensuring the continuation of fiscal consolidation and the medium and long-term sustainability of public finances and macroeconomic stability as a whole."

With the budget changes, the state budget reserve fund has been reduced to 2.9 billion lek./A2CNN
