In Albania and Serbia, the government no longer functions as a guarantor of the law, but as a structure that coexists with criminal networks to control elections, territory, and the economy. This hybrid model of gang governance is becoming the norm in the Western Balkans, while the West remains silent in the face of state capture.
Both in Edi Rama's Albania and in Aleksandar Vučić's Serbia , a form of governance has been consolidated that no longer distinguishes the border between the state and crime, but consciously erases it.
Power no longer fights crime; it contracts it, subjugates it, and turns it into its instrument.
In this model, the gang no longer functions as a threat to the state, but as part of its architecture.
This is not just corruption or nepotism. This is a form of governance based on coexistence with structures of violence and fear, where the state apparatus does not control criminal groups, but collaborates with them to maintain power.
There is no longer a difference between an official and a criminal, between a public contractor and a trafficker, between a local leader and a cocaine supplier. They operate in the same system, share the same logic, use the same methods. The goal is not to build a state, but to maintain power through every form of fear, manipulation and profit.
In this order, elections are no longer political acts. They are logistical operations controlled by structured clientelistic networks, where vote buying, intimidation, fear, and cash compensation are part of the electoral budget.
Instead of campaigning, street groups are used. Instead of debate, armored cars and patronage agents are used.
In this model, each segment of the territory is delegated to an informal structure. In the city there are oligarchs who control construction and the public market. In the urban suburbs there are groups that traffic drugs and control the voting areas. In the villages there are characters who behave as local "authorities", connected to power through patronage and electoral service.
This is the model of power that kills politics and replaces it with criminal networks. The media cannot investigate because it is afraid. The prosecution does not investigate because it is part of the agreement. The police do not act because it is part of the chain. Society is not organized because it is mired in debt, fear and propaganda.
Instead of reform, a frightening stability is offered. Instead of accountability, spectacle is offered. Instead of justice, selectivity is offered. This is no longer transition. It is the normalization of a model where the state is no longer the guarantor of law, but the guarantor of silence and total control.
This model is becoming a reference for the entire region. It is no longer specific to one leader or one party. It has become a manual for staying in power in the Western Balkans. And the more the West remains silent about this scheme, the more it strengthens as an alternative model to functional democracy.
Freedom House reports (“Nations in Transit 2024”) classify the entire region as a zone of hybrid democracy and a decline in the index, with particular emphasis on Serbia and Albania. Transparency International, in its analyses of state capture, emphasizes the use of tailor-made laws and political control over the judiciary. The report “Deconstructing State Capture in Albania” documents with facts how clientelistic networks, influence over the judiciary and corruption turn power into an alliance with crime. Similar studies by SELDI show that state capture is spreading as a systematic practice throughout the Western Balkans.
If this symbiosis between power and crime is not broken, no reform makes sense. No choice is free. There is no more real Justice. And no hope exists.
