For more than two years, the State Cadastral Agency headed by Lorena Goxhobelli has blocked audits by the Supreme State Audit Office. The head of the SAO, Arben Shehu, denounced the lack of access to the SAO data and requested Parliament's intervention, while audit reports reveal thousands of unregistered property decisions, almost zero implementation of recommendations, and strong doubts about the management of state and private properties.

A few days ago, the stance of the head of the Competition Authority, Denar Biba, caused a stir, when he declared in the Economy Committee that he would not allow any audit by the Supreme State Audit Office.
But it seems he's not the only one, as Lorena Goxhobelli of the Cadastre has also joined in the fun. Given that she is immersed in affairs from head to toe, Goxhobelli, like Biba, has decided to close the door to the Supreme State Audit Office.
" The SAI does not have any kind of access to the Albanian State Audit Office and inter-institutional relations cannot be discussed at all. Property registration must have full transparency and every citizen must have access to every detailed information. We have not managed to get even minimal access to the data of this institution ," he said.
The Head of the Supreme State Audit Office once again requested Parliament's intervention to bring the situation back to normal, after the State Cadastre Agency has blocked any kind of communication and cooperation with the highest constitutional audit institution in Albania for almost two years.
" The property issue in Albania is of fundamental importance and the SAI has carried out all the actions for complete audit processes, but has encountered this type of obstacle for a long time. It would be valuable if you could support us in carrying out these processes ," Arben Shehu addressed the deputies of all political parties in the Parliamentary Committee on Economy.
According to him, institutions must be conscientious, as everyone has the obligation to cooperate with institutions, keeping in mind that the purpose of work is to serve society and citizens.
The head of the KLSH stated at the hearing that several reports have been filed on issues related to the Cadastral Agency. However, for Shehu, the solution must be much broader than criminal cases.
" I emphasize once again the essential importance of monitoring the work in the direction of registrations, starting with state property, which if it remains unregistered is at a very high risk level. But also the private property of each citizen, in accordance with legal obligations, must have regular registration processes and citizens must have access and information on what is done with private properties ," declared Shehu.
He also stated that the Supreme State Audit has all the capacities to conduct audits in a timely manner and to provide the necessary recommendations or measures.
The blocking situation has been developing for more than two years, a period of time that coincides with Lorena Goxhobelli's leadership of the State Cadastre Agency.
The KLSH report, published in May 2026, speaks in numbers: 27,023 court and Property Treatment Agency decisions remain unregistered, 11% of all complaints in Albania are property-related, and the implementation of recommendations by the ASHK is zero; not a single recommendation has been implemented by an institution that claims a digital revolution.
The Albanian Supreme Audit Office has resumed the implementation of recommendations in seven local Cadastral Directorates: Tirana South, Tirana North, Tirana Rural I, Tirana Rural II, Kamëz-Vorë, Shkodër and Durrës. None of these Directorates has responded within the 20-day deadline and none has reported on the progress of implementation.
359 recommended measures in total, of which 98% have been accepted on paper, but the implementation shows an institution that does not recognize responsibility: 18.5% of organizational measures implemented, 4.7% of measures for funds implemented and only 0.7% of disciplinary measures implemented, so 99.3% of disciplinary measures remain unimplemented. In the same audit, the SAI also found alienation of properties with false signatures on the coast. / Pamphlet
