The opposition candidate who could unseat Edi Rama in Tirana

The capital is the decisive battle; the opposition must emerge as a strong, unifying, anti-Rama figure to turn Tirana into the starting point of political change...

Sali Berisha and the opposition leadership do not have a clear strategy for the battle of Tirana and fell into Edi Rama's trap from the first step.

The opposition's cause for the dismissal of Erion Veliaj, which had been their movement for several months, lost political weight when they in practice voted for Edi Rama's initiative, becoming his tool. No one will remember that the opposition was the first to initiate the request for dismissal after Veliaj's arrest; in fact, the municipal council put to a vote and approved the letter drafted by Edi Rama.

Instead of bringing its own initiative and taking the initiative, the opposition should have acted differently: either voted for the initiative in advance, knocking out the government, or voted against Rama's move, to take control of the political agenda. It is now too late for what has gone, but the battle of Tirana lies ahead.

Rama nominated Ogerta Manastirliu to show the Democrats and Socialists that he decided on a person very close to him, a figure with his support, who will actually continue to represent the influence of the prime minister. In the face of this, the opposition must come up with a candidate and a strategy that is completely anti-Rama.

The opposition candidate must be a strong, prepared figure, with popular perception and support, not a weak or unprepared name. The DP has obstacles: Sali Berisha has not allowed the rise of new figures; existing names often do not have the necessary strength after local failures. Gazment Bardhi does not meet the credentials after poor results; Jorida Tabaku and Ilir Alimehmeti have refused to participate, arguing that they want to prepare for a long race, not for a two-year “sprint”. This attitude shows political shortsightedness: success does not come from the time of the race, but from strategy and determination.

The DP must find a unifying figure for the entire opposition, a real opponent of Rama, never a “soft” or “innocent” model. The candidate must be a fighter, ready to enter the battle with determination and tactical skills.

As an inspiring example, Istanbul Mayor Ekrem İmamoğlu won by presenting himself as an opponent of Erdogan and becoming the flag bearer of the pro-European opposition. Tirana's candidate must wage battles on several fronts: legally and politically opposing arbitrary demolitions; standing as a defender of affected citizens; acting in the courts and in public; and seeking international support when necessary.

The candidate must also oppose the government's power over local competencies: from interventions to evict people from municipalities to taking over local services such as water supply or waste treatment. With these usurpations of competencies, Rama is violating the constitutionality and principles of decentralization.

Another front of the battle should be the construction scandal in Tirana. The candidate should expose Rama's hypocrisy regarding the towers and show that the responsibility for construction permits belongs to him as the chairman of the KKT. He should propose a concrete package to determine the future of the towers, the theater and the concreting, with a concrete plan for returning the powers of permits to the municipality.

To do this, the candidate must have a prepared profile: orderly, honest, without megalomania, without corruption; a clear opponent of Edi Rama, ready for a long-term struggle, not just for a two-year campaign.

If the criteria are clear, the name can be found quickly: the Tirana battle is only the first in a wider political struggle. Historical examples, such as Zoran Đinđić uniting the opposition in Serbia, show that a local beginning can turn into a national change. If you find the right candidate and win Tirana, the path to further goals becomes much clearer. / Pamphlet
