With Decision No. 32, dated January 21, 2026, the government added 12,692 m² of land to the company “Partizani Sh.A.”, as an addition to the 2016 contract related to the “1 Euro Contract”. A year earlier, the Prime Minister had stated that the remaining part of the military unit would not be given. According to published information, the entity has submitted a request for construction development on the new area. The decision has opened a debate on the treatment as “additional” of a different military asset and on the destination of state property within the framework of a public-private partnership.

After the government's decision was published that granted the company "Partizani Sh.A." the "Skënderbegas" sports center in Tirana with a surface area of 37 thousand m² of land, Edi Rama justified it as "support for the development of modern football."
A year ago, when this issue was mentioned again, the prime minister reacted by stating:
– If my brother had any connection to the benefits from the land that was given to the “Partizani” society, I would have given him the rest of the land that this club has been asking for for 8 years; but we will not give it to him, even though it is an area of old, worthless barracks.
On January 21, 2026, the government approved Decision No. 32, signed by the Prime Minister, which provides for an addition to Decision No. 183, dated March 9, 2016, by granting the company “Partizani Sh.A.” an additional 12,692 m² of land with a “1 Euro Contract”.
According to published information, the company "Partizani Sh.A." has submitted a request to the National Council of Territory and Water for construction development on the additional area, including residential buildings and service units.
For the implementation of the project, the construction permit procedures go through the relevant institutions and are approved by the National Territorial Council.
The new area is part of a different military ward than the one in 2016. According to the documents, the 37 thousand m² plot of land given in 2016 was related to Military Ward No. 6010, while the 12,692 m² area belongs to Military Ward No. 4030.

This has raised debate about its treatment as a "contract addition" and not as a separate asset with a new decision-making procedure.
The “1 Euro” contracts provide for the return of the property to the state after the 20-year term. However, the development of construction on these areas has prompted discussions about the way public property should be administered.
Earlier, when Olsi Rama was appointed director of "Partizani", he stated that he had no political influence and that he had been selected for his managerial skills and interest in football.
